Administracja terytorialna w ustawodawstwie okupanta niemieckiego w Generalnym Gubernatorstwie (1939-1944) Część I (1.09.1939-31.07.1940)

This article is a part of a broader study. Two more parts are planned in which this issue will be continued. The aim of this publication is to present the competences of the German territorial administration bodies in the General Government in the years 1939-1940. They resulted from the regulations established by the German occupation authorities. The internal struc- ture of the study is based on a mixed criterion (substantive and chronological). In the first place, the regulations concerning administration at the district level are presented, in the second - at the poviat level, in the third - at the municipal level. Within these three parts, normative acts are referred to in chronological order.

Der Artikel ist ein Teil einer umfassenderen Studie. Zwei weitere Teile sind geplant, in denen diese Problematik fortgesetzt wird. Ziel dieses Beitrags ist es, die Zustän- digkeiten der Organe der deutschen Gebietsverwaltung im Generalgouvernement in den Jahren 1939-1940 darzustellen. Sie ergaben sich aus den Bestimmungen der deutschen Besatzungsbe- hörden. Die interne Struktur des Artikels basiert auf dem gemischten (inhaltlichen und chrono- logischen) Kriterium. Es werden die Regelungen präsentiert, die die Verwaltung erstens auf der Distriktsebene, zweitens - auf der Kreisebene und drittens - auf der Gemeindeebene betreffen. In allen drei Teilen wird auf normative Akte in chronologischer Reihenfolge Bezug genommen.

Artykuł stanowi część obszerniejszego opracowania. Przewidywane są kolejne dwie części, w których ta problematyka będzie kontynuowana. Celem tej publikacji jest przedstawienie kompetencji organów niemieckiej administracji terytorialnej w Generalnym Gubernatorstwie w latach 1939 – 1940. Wynikały one z przepisów ustanawianych przez niemieckie władze okupacyjne. Struktura wewnętrzna opracowania opiera się na kryterium mieszanym (merytorycznym i chronologicznym). W pierwszej kolejności zaprezentowano uregulowania dotyczące administracji na szczeblu dystryktu, w drugiej – na szczeblu powiatu, w trzeciej - na poziomie gminy. Wewnątrz tych trzech części zastosowano powoływanie aktów normatywnych w kolejności chronologicznej.
