The article offers a comprehensive analysis of the conditions governing the entry into force of statutes in the Polish legal system. The author explores the constitutional requirement of promulgation as a prerequisite for legal effectiveness, alongside the significance of a properly calibrated vacatio legis period. Attention is given to the constitutional and doctrinal foundations of the non-retroactivity principle, as well as the special legislative standards applicable to tax and electoral law. The study highlights the evolution of legislative practices and the necessity of applying them flexibly in accordance with the rule of law.
