Funkcjonowanie budowli ochronnych w Polsce i na Ukrainie – implikacje dla Polski wobec doświadczeń wojennych Ukrainy

Russia’s armed invasion of Ukraine in February 2022 prompted a public discussion on the state ofprotective structures in Poland. In the opinion of the public and many local government circles, the condition of protective structures in Poland is catastrophic, and the lack of detailed legal regulations in this area, further exacerbates this condition. The war experience in Ukraine shows how important a role protective structures play in the civil protection system and how they should be built and maintained. The aim of this article is to present the legal and organizational status of protective buildings in Poland and to analyze the Ukrainian experience in order to present proposals for solutions that should be introduced in Poland in order to solve the problem of common and individual protective buildings for the population.
