The National Electricity System Reconstruction Service as an Element of Energy Security

Niniejsza praca dotyczy analizy usługi odbudowy systemu elektroenergetycznego w ramach Krajowego Systemu Elektroenergetycznego. Celem pracy jest przeprowadzenie badania usługi odbudowy jako elementu zapewniającego poprawę bezpieczeństwa energetycznego w rozumieniu polskiego prawa energetycznego. Podejmowanie problematyki wymagało zdefiniowania bezpieczeństwa energetycznego, zarysowania specyfiki Krajowego Systemu Elektroenergetycznego, przedstawienia ram i podstaw prawnych usługi odbudowy oraz sposobów i możliwości prowadzenia odbudowy. Zanalizowano także niezbędne elementy umowy o świadczenie usługi odbudowy KSE. Poczynione spostrzeżenia pozwoliły na skonstatowanie o korzystnym modelu uregulowania usługi odbudowy oraz procesu jej koordynacji przez operatora sieci przesyłowych.

This thesis concerns an analysis of the reconstruction service of the electricity system within the National Electricity System. The aim of the study is to conduct an examination of the reconstruction service as an element ensuring the improvement of energy security within the meaning of the Polish energy law. Addressing the issue required defining energy security, outlining the specifics of the National Power System, presenting the framework and legal basis of the reconstruction service and the ways and possibilities of conducting reconstruction. The necessary elements of a contract for the provision of the NPS reconstruction service were also analysed. The observations made allowed the conclusion of a favourable model for the regulation of the restoration service and the process of its coordination by the transmission grid operator.
