Instruments of cross-border cooperation between Cieszyn and Czech Cieszyn

Przedmiotem pracy dyplomowej jest dogłębna analiza instrumentów współpracy transgranicznej miast Cieszyna i Czeskiego Cieszyna. Pierwsze dziesięciolecie XXI wieku to okres transformacji społeczno-gospodarczych na świecie. Postępująca globalizacja przyczynia się do różnych zmian nie tylko w ujęciu międzynarodowym, lecz również regionalnym i lokalnym. Niniejsza praca nakreśla historyczne tło i warunki rozwoju współpracy między miastami na przełomie lat, w efekcie czego możliwa jest obiektywna ocena jej dzisiejszej efektywności. Celem pracy jest zatem osadzenie problemu współpracy transgranicznej Cieszyna i Czeskiego Cieszyna w odpowiednim kontekście oraz dogłębna analiza instrumentów które przesądzają o współczesnej efektywności współpracy. Hipotezą pracy jest twierdzenie, że Unia Europejska zapewnia miastom Cieszyn i Czeski Cieszyn najefektywniejsze instrumenty rozwojowe w kontekście współpracy transgranicznej. Autor podjął próbę analizy licznych źródeł wiedzy, w tym dokumentów wewnętrznych, strategii miast, oraz różnych danych demograficznych. W efekcie pracy wykrystalizowało się wiele wniosków. Najważniejszym z nich był ten, potwierdzający hipotezę, mówiący, że w przeważającym stopniu to właśnie Euroregion jako instrument współpracy transgranicznej w ramach struktur Unii Europejskiej jest źródłem efektywnej współpracy miast. Niezmiernie ważne są również pozostałe wnioski, mające charakter bardziej ogólny, lecz będące ważnymi spostrzeżeniami dotyczącymi zmian we współczesnej współpracy transgranicznej.

The subject of the thesis is a thorough analysis of instruments of cross-border cooperation between Cieszyn and Czech Cieszyn. The first decade of the twenty-first century is a period of socio-economic transformation in the world. Increasing globalization contributes to various changes, not only internationally but also at regional and local levels. This paper outlines the historical background and conditions of cooperation development between the cities at the turn of decades what enables an objective assessment of its current effectiveness. The aim of the study is not only to settle the problem of border cooperation of Cieszyn and Czech Cieszyn in a proper context, but an in-depth analysis of the instruments which determine the effectiveness of cooperation in general. The hypothesis of this paper is the assertion that the European Union provides the cities with the most effective instruments in context of cooperation development. The author has tried to analyze various sources of knowledge, including internal documents, strategy of the cities, and various demographic data. As a result, many conclusions appeared. Chief among them was the one confirming the hypothesis, saying that the euroregion as an European Union instrument of cross-border cooperation is the main source of effective cooperation between the cities. There are also other important but more general insights regarding changes of present cross-border cooperation.
