"Special Relationship"? Stosunki amerykańsko-angielskie od początku zimnej wojny w aspekcie współpracy militarnej, wywiadowczej i dyplomatycznej. Partnerstwo, czy hegemonia Stanów Zjednoczonych?

W pierwszym rozdziale zawarte jest znaczenie i geneza terminu „special relationship”. Ponadto przybliżyłam w nim historię relacji obu państw w trzech konfliktach: wojnie amerykańsko-brytyjskiej oraz I i II wojnie światowej.Drugi rozdział to szeroko rozumiane relacje okresu zimnej wojny. Szczególnie dużo uwagi poświęciłam: współpracy nuklearnej, wojnie o Falklandy oraz relacji za prezydentury Ronalda Regana i George’a H. Busha. Próbuję w nim ocenić rzeczywistą pozycję i znaczenie Wielkiej Brytanii dla polityki Stanów Zjednoczonych w jednym z najtrudniejszych okresów XX wieku.Trzeci rozdział jest próbą zdefiniowania stosunków amerykańsko-brytyjskich we współczesnej polityce zagranicznej Stanów Zjednoczonych i Wielkie Brytanii. Jest on także próbą zastanowienia się, jak aspekty takie jak: wojna na Bałkanach, w Iraku, czy Afganistanie wpłynęły i mogą wpłynąć na rzeczywiste relacje obu państw. Poruszam jednocześnie wpływ brytyjskiej działalności w integrującej się Europie na „special relationship.”Podsumowanie mojej pracy jest przedstawieniem dalszych możliwych scenariuszy dla rozwoju amerykańsko-brytyjskich relacji oraz umiejscowienia ich w polityce zagranicznej obu państw. W oparciu o opinię specjalistów takich jak: Robert Kagan czy Zbigniew Brzeziński stawiam być może odważną, ale moim zdaniem prawdziwą tezę, że „special relationship” traci na znaczeniu, gdyż jest obecnie hegemonią Stanów Zjednoczonych. Jednocześnie dyskurs polityki zagranicznej obu państw uległ znaczącym zmianom i modyfikacjom, co szczególnie widać na przykładzie Wielkiej Brytanii, która nieuchronnie zbliża się do trudnego momentu, w którym będzie musiała zdecydować, który kierunek w polityce zagranicznej jest dla niej najważniejszy w XXI wieku, kierunek amerykański czy też może europejski, i który może przynieść wymierne korzyści dla roli i pozycji Wielkiej Brytanii w świecie. W odróżnieniu do swojego sojusznika Stany Zjednoczone przedefiniowały już swoją politykę zagraniczną, otwierając się na innych sojuszników, szczególnie rosnące azjatyckie potęgi gospodarcze, kosztem „special relationship”.

Partnership or hegemony of the United States?BA Supervisor: dr Łukasz Wordliczek47 pages, June 2011The subject of my BA dissertation is American-anglo relations, so called “special relationship” in the aspects of: military, intelligence and diplomatic cooperation. The first chapter contains of explanation of the general meaning and origin of the term itself. It is also about relationship between both countries in the three military conflicts: American-Anglo War of 1812, First World War and The Second World War.The second chapter is about “special relationship” during the Cold War. I paid my attention to: nuclear cooperation, Falklands War and relations during the term of presidency of Ronald Regan and George H. Bush. In this part of my work I tried to explain the real meaning and position of The Great Britain in the America’s foreign policy in the one of the hardest periods in the twentieth century history.The third chapter is an attempt of defining American-Anglo relations in the present foreign policy of The United States of America and Great Britain. It is also a try to see how aspects like: The Third Balkan War, war in Afghanistan and in Iraq influenced and still may influence the relationship between both countries. Moreover, I tried to present the influence of the British activities in the European Area on the “special relationship”.The ending of my BA dissertation is an effort to define possible scenarios for the evolution of the relations between the United States of America and Great Britain in the future. It is also a try to place of that relationship in the foreign policy of both countries. Due to the opinions of specialists such as: Robert Kagan or Zbigniew Brzeziński I put my thesis that nowadays “special relationship” is loosing its meaning, because it has became the hegemony of the United States of America. At the same time the course of the both countries’ foreign policy has changed and modified, which is especially obvious on the example of the Great Britain. The Great Britain, which is inevitably coming to the difficult decision. Decision, which of the direction is the most important for the Brits in the foreign policy in the twenty-first century – the American or European course? It would be a question mostly based on the real benefits for the role and position of The Great Britain in the world. On the other hand United States of America has changed its foreign policy, opened for the new allies, especially growing in economic strength Asian countries. It caused the loosing of meaning of the “special relationship”.
