The role of executive power and legislature in Town council in Dobczyce

The main aim of this work is to present the political system of Polish local government, and to describe the role executive power and legislature have in Town Council in Dobczyce. First two chapters of this work are theoretical, and the third is empirical. The first chapter describes the organization in municipalities, districts and provinces. The second chapter analyses the statute of the Town Council in Dobczyce and the political organization of the town itself. It contains information concerning population and the location of the town, its infrastructure and its economic potential. The last chapter is devoted to the analysis of the results of the research carried out among the councilors of the Town Council in Dobczyce and the inhabitants of the town. The main goal of the research in question was to find out how the cooperation between the executive powers influences the management and the development processes inmunicipalities, districts and provinces.

Celem pracy jest przedstawienie ustroju samorządu terytorialnego w Rzeczpospolitej Polskiej oraz ukazanie roli jaką pełni organ wykonawczy i ustawodawczy na przykładzie Urzędu Gminy i Miasta Dobczyce. Praca składa się z dwóch rozdziałów teoretycznych i jednego empirycznego. Pierwszy rozdział przedstawia ustrój gmin, powiatów i województw. Drugi z nich poświęcony jest analizie statutu Urzędu Gminy i Miasta Dobczyce oraz samemu miastu Dobczyce. Zawarte są w nim informacje dotyczące ludności i położenia miasta, infrastruktury oraz potencjału gospodarczego. W ostatnim rozdziale ukazane są wyniki badań przeprowadzonych wśród radnych gminy i miasta Dobczyce oraz wśród mieszkańców. Ich celem jest zbadanie jak prawidłowa współpraca między organami poszczególnych jednostek samorządu terytorialnego wpływa na proces zarządzania i rozwoju danej gminy, powiatu lub województwa.
