The organizational structure of local government in Poland and Italy.
This paper describes the local governments two European countries - Poland and Italy. And were presented similarities and differences in the functioning of the different levels of local government. The paper shows the problems related to the functioning of modern local government in Italy and Poland, including the early development of the local administration in these countries. Local governments in both Italy, and Poland, plays a very important role in the management of the state. Territorial division, which currently exists in Poland and Italy does not differ substantially from each other, although the number of individuals at different levels of the distribution of the two countries is different. Similarities exist in the local government for the tasks, which have to comply with and held responsible.The work consists of three chapters. the first section of work describing the history of the formation of the system of local government starting from ancient times through the reforms carried out in France and Prussia. The following section lists the characteristics of the local government and described the European Charter of Local Self-Government which is a common element in European Union countries.The second chapter provides a description of local government in Poland. has been presented here outline the historical and the formation of the concept of local self-government in Poland, for the beginning of the year shall be deemed to 1971. then move on to describe the different local government units starting from the basic individuals, which is the municipality, sequentially district and finally state. the last section discusses the forms of cooperation between all the units in the national and international levels.The third chapter is to present the structure of local government in Italy. presented an outline of the history and evolution of the first forms of local government in Italy, which had its origins in the Middle Ages. successively described all levels of local government, from municipalities, by provinces, and ending regions of metropolitan cities. Completion of this work is the comparison of the structures of local government in both countries and bringing their similarities and differences.
W pracy opisane zostały samorządy terytorialne dwóch europejskich państw - Polski i Włoch. Zostały przedstawione podobieństwa i różnice w funkcjonowaniu poszczególnych szczebli administracji lokalnej. W pracy przedstawione są zagadnienia związane z funkcjonowaniem współczesnego samorządu terytorialnego we Włoszech i Polsce, z uwzględnieniem początków kształtowania się administracji lokalnej w tych krajach. Samorząd terytorialny zarówno we Włoszech, jak i w Polsce, odgrywa bardzo ważną rolę w zarządzaniu państwem. Podział terytorialny, który aktualnie występuje w Polsce oraz we Włoszech zasadniczo nie odbiega od siebie, chociaż liczba jednostek na poszczególnych szczeblach tego podziału obu państw różni się. Podobieństwa samorządu lokalnego występują w odniesieniu do zadań, które mają do spełnienia oraz posiadanych kompetencjach.Praca składa się z trzech rozdziałów. W I rozdziale pracy opisuję historię formowania się ustroju samorządu terytorialnego zaczynając od czasów starożytnych poprzez reformy przeprowadzone we Francji oraz Prusach. W dalszej części rozdziału wymienione zostały cechy samorządu terytorialnego i opisana została Europejska Karta Samorządu Terytorialnego, która jest wspólnym elementem krajów Unii Europejskiej.Rozdział drugi stanowi opis samorządu terytorialnego w Polsce. Przedstawiony został tu zarys historyczny i formowanie się koncepcji samorządu lokalnego w Polsce, za którego początek uznaje się rok 1971. Następnie przechodzę do opisu poszczególnych jednostek samorządu terytorialnego zaczynając od podstawowej jednostki, jaką jest gmina, kolejno powiat i na końcu województwo. W ostatnim podrozdziale omówione zostały formy współpracy wszystkich tych jednostek w zakresie krajowym oraz międzynarodowym.Rozdział trzeci stanowi przedstawienie struktury samorządu terytorialnego we Włoszech. Przedstawiony został zarys historyczny i kształtowanie się pierwszych form administracji lokalnej we Włoszech, które swój początek miały już w średniowieczu. Kolejno opisywane są wszystkie szczeble samorządu terytorialnego, począwszy od gminy, poprzez prowincje, regiony i kończąc na miastach metropolitarnych. Zakończenie tej pracy stanowi porównanie struktur samorządu terytorialnego obu krajów oraz przybliżenie ich podobieństw i różnic.
