Niniejsza praca poświęcona została problematyce gwarancji prawa dostępu osób niepełnosprawnych do Internetu będącego podstawowym i koniecznym warunkiem partycypacji społecznej tych osób. Ma ona również za zadanie przedstawienie przykładów będących dobrą praktyką w tej kwestii, a odnoszących się do działań wpływających na usuwanie barier w dostępie do informacji oraz usług zamieszczonych w sieci. Zasadniczym celem pracy jest przede wszystkim zwrócenie uwagi na niezwykle ważny problem prawa dostępu osób niepełnosprawnych do Internetu, uznanego za podstawowy i konieczny warunek partycypacji społecznej, przeprowadzenie analizy uwarunkowań tego zagadnienia w Polsce i w UE, z uwzględnieniem nieco szerszego kontekstu wybranych działań w skali światowej. Temat podjęty został w głębokim przekonaniu o jego istotności dla sfery publicznych działań w dziedzinie zdrowia publicznego i potrzebie zasadniczych zmian.Przedstawiono i poddano analizie aktualny stan prawny, jako punkt wyjścia dla dalszych kroków, oraz wskazano przykłady dobrych praktyk z wiarą w możliwość szybkiego ich zastosowania z korzyścią dla populacji osób niepełnosprawnych. Wskazanie podstawowych regulacji prawnych stanowiących gwarancje dostępu do informacji wydaje się być kluczowe, gdyż mogą one skutecznie inicjować podejmowanie szeregu późniejszych działań. Praca stanowi również próbę odpowiedzi na pytanie, na jakie rzeczywiste bariery w dostępie do informacji i usług umieszczonych w Internecie napotykają osoby niepełnosprawne, jak postrzegają swoją sytuację w tym kontekście w sytuacji dynamicznego postępu technologicznego, czy ma to wpływ na indywidualne możliwości i szanse, na zwykłe codzienne problemy. W tym celu przeprowadzono badanie ograniczone z konieczności do małej grupy osób niepełnosprawnych.

This thesis has been devoted to issues of guarantees of the right of disabled people to access to the Internet as a fundamental and necessary prerequisite for social participation. The thesis is also intended to provide examples of good practice in this matter, relating to activities that affect removing barriers to access to information and services on the Internet. The main aim of this thesis is to highlight primarily the very important issue of the right of disabled people to access to the Internet, recognized as fundamental and necessary prerequisite for social participation, analyze determinants of this problem in Poland and EU taking into account the somewhat broader context of selected activities on a global scale. The subject was taken in deep conviction of its importance to the sphere of public actions in the field of public health and the need for fundamental changes. In order to accomplish it, the current legal state was presented and analyzed as a starting point for further steps and examples of good practice were pointed out with the faith in its possibility to quickly apply it for the benefit of the disabled population. The indications of the basic regulations, which guarantee access to information, seem to be crucial since they can initiate effectively taking a series of subsequent actions. The thesis is also an attempt to answer the question what real barriers to access information and services on the Internet do disabled people face, how do they perceive their situation in this context in a situation of dynamic technological progress, whether it affects the individual possibilities, opportunities or everyday problems. For this purpose, the research was conducted but necessarily limited to a small group of disabled people.
