Structural funds and their role in financing innovation activities of small and medium-sized enterprises

Innovative activities affect the competitiveness of the Polish economy. The growing level of innovation reflects the increase in spending in the area of research and development, spending on education and the number of patents or licenses issued in Poland. Small and medium-sized enterprises are considered to be the main driving factors behind the growth in the Polish economy, their number is constantly increasing every year. Despite their ability to quickly adapt to changing environmental conditions and the high speed of making changes, their problem is the availability of capital. The Structural Funds are one of the forms of financial support offered to small and medium enterprises. Funds for the financing of innovative activities are being transferred in the framework of operational programs such as the Sectoral Operational Programme Improvement of the Competitiveness of Enterprises, and the Innovative Economy Operational Programme. In order to evaluate the role of structural funds in financing innovation activity in small and medium-sized enterprises, methods of innovation and funding, evaluation reports and analysis and the impact of small and medium-sized enterprises on the economy were employed.

Działalność innowacyjna wpływa ona na konkurencyjność polskiej gospodarki. Podniesienie poziomu innowacyjności odzwierciedla wzrost wydatków na sferę badania i rozwój, wydatki na edukację, liczba patentów czy licencji wydanych w Polsce. Małe i średnie przedsiębiorstwa uważane są za jednostki napędzające polską gospodarkę, z roku na rok ich liczba stale wzrasta. Mimo iż szybko potrafią przystosować się do zmieniających warunków otoczenia, równie szybko wprowadzać zmiany, ich problemem jest niewielka ilość środków własnych. Fundusze strukturalne są jedną z form wsparcia finansowego oferowaną małym i średnim przedsiębiorstw. Środki na finansowanie działalności innowacyjnej przekazywane są w ramach przygotowanych programów operacyjnych, Sektorowy Program Operacyjny Wzrost Konkurencyjności Przedsiębiorstw oraz Program Operacyjny Innowacyjna Gospodarka. By ocenić rolę funduszy strukturalnych w finansowaniu działalności innowacyjnej małych i średnich przedsiębiorstw wykorzystano literaturę tematyki innowacji oraz funduszy, raporty ewaluacyjne oraz analizę i wpływ sektora małych i średnich przedsiębiorstw na gospodarkę.
