From the heart of Europe to an ally of US - The external policy of Prime Minister José Luisa Rodríguez Zapatero in the context of the policy of the former Prime Minister José Maria Aznar

Celem pracy jest analiza polityki zagranicznej Hiszpanii w latach 1996-2011, ze szczególnym uwzględnieniem stosunków bilateralnych z USA i roli, jaką Królestwo Hiszpanii odgrywa w Europie. Przedstawiono główne cele polityki zagranicznej obecnego premiera José Luisa Zapatero i jego poprzednika, José Maríi Aznara. W pracy analizuję również najważniejsze kwestie na linii Madryt – Waszyngton, takie jak: wojna w Iraku, kwestia Kosowa czy stosunki ekonomiczne. W kwestii europejskiej, została opisana najważniejsza inicjatywa obecnego premiera Hiszpanii – Sojusz Cywilizacji, a także stosunki bilateralne z Wielka Brytanią i ich zmiana w kontekście bardziej europejskiej polityki premiera Zapatero. W pracy podsumowuję działania polityków by nakreślić cele polityki zagranicznej, a także skutki tychże działań. Pojawia się takie pytanie, czy Hiszpanii bliżej do Europy czy do USA? Staram się wyjaśnić jak naprawdę przedstawia się rola Królestwa na arenie międzynarodowej i jak może się to w najbliższym czasie zmienić.

The main goal of this study is to analyze the foreign policy of Spain during the years 1996 -2011, with particular emphasis on bilateral relations with the U.S. and the role played by the Kingdom of Spain in Europe. It presents main foreign policy objectives of the current Prime Minister Jose Luis Rodriguez Zapatero and his predecessor, Jose Maria Aznar. Thesis also analyzes the key issues of its relations on the Madrid - Washington line, such as the war in Iraq, the question of Kosovo and the economic relations between the countries. In terms of Europe, there is described the most important initiative of the current Prime Minister of Spain - the Alliance of Civilizations, as well as the bilateral relations with Great Britain and their change in the context of a more European policy of Prime Minister Zapatero. The study summarizes the actions of politicians in order to achieve foreign policy objectives, as well as the effects of these actions. This raises the question whether Spain is now closer to Europe or the USA. There is also an attempt to explain how actually the Spanish Kingdom's role presents on the international arena and how this can be soon changed.
