Wydatki Narodowego Funduszu Zdrowia na opiekę długoterminową w latach 2004-2010. Dynamika i zróżnicowanie regionalne

For many years one could observed the ongoing process of ageing of Polish society and the resulting increase of necessity for providing care, including the long term care benefits. The subject of the presented thesis is to analyze the development of expenses of the National Health Fund on long-term care from the year 2004 to 2010. The mentioned expenses have raised within the last years at a pace faster than the utter expenses on health benefits, making the total part of long-term care expenditures of NFZ to increase from 1,5% to 2%, whereas the average expenditures on a person possessing the insurance raised from 11 PLN to over 30 PLN. Nevertheless, in regional approach, one may observe the significant differentiation of expenditures, so in terms of temp of their growth as the general level of sums spent on long-term care as calculated for a person possessing his insurance. The difference in amounts of these spendings, expressed as a gap between the highest and the lowest level of expenditures in the year 2010 reaches up to 140%. Also, the contribution of voivodeship centers’ expenditures on long-term care, in reference to health benefits, tends to differ noticeably, whereas the discrepancy does not reflect the differentiation in population’s age structures of a particular voivodeship, measured by participation of 65+ aged persons within the population.

Od wielu lat obserwuje się zjawisko starzenia się społeczeństwa polskiego, a co za tym idzie wzrasta zapotrzebowanie na świadczenia opiekuńcze, w tym świadczenia opieki długoterminowej. Przedmiotem prezentowanej pracy jest analiza rozwoju wydatków Narodowego Funduszu Zdrowia na opiekę długoterminową w latach 2004-2010. Wydatki te wzrosły w ostatnich latach szybciej niż wydatki całkowite na świadczenia zdrowotne powodując, że udział opieki długoterminowej w wydatkach NFZ wzrósł z 1,5% do 2%, zaś przeciętne wydatki na ubezpieczonego z 11 zł do ponad 30 zł. W przekroju regionalnym widoczne jest natomiast znaczne zróżnicowanie zarówno w tempie wzrostu jak i w poziomie wydatków na opiekę długoterminową w przeliczeniu na ubezpieczonego. Różnica tych ostatnich pomiędzy najwyższymi i najniższymi w roku 2010 sięga 140%. Także udziały wydatków oddziałów wojewódzkich na opiekę długoterminową w wydatkach całkowitych na świadczenia zdrowotne różnią się znacząco, przy czym ta rozbieżność nie odzwierciedla zróżnicowania w strukturach wiekowych ludności poszczególnych województw mierzonych udziałem osób w wieku 65+ w populacji.
