Tasks and authorities of the Polish Major towards responsibility arising from the exercise of public mandate in the light of constitutional principles.

Celem niniejszej pracy jest ukazanie instytucji Wójta w świetle obowiązujących aktów prawnych. Określenie jego roli w obecnym systemie władz gminnych nie jest zadaniem prostym, ponieważ pozycja tego urzędu ewaluowała w ciągu kolejnych uregulowań prawnych oraz stała się ostatecznym wynikiem przekształceń ustrojowych, rozpoczętych od 1990r. Praca opisuje historię kształtowania się stanowiska, kompetencję i uprawnienia, zadania i odpowiedzialność, oraz pozycję organu wykonawczego w gminie.

The main aim of this MA thesis is to present the Polish Major institution in the light of the current legislation acts. To define its role in the present system of municipal government is not a straightforward task, because the position of this department has evolved over the following legal regulations, and has became the ultimate result of systemic transformation which started since 1990. The MA thesis describes the history of position development, the authority and ability, tasks and responsibility also the position of the executive authority.
