The analysis of the budget of the local government based on the example of the Town and Commune of Lipsko

The local government has specific competencies and income which enable it to fulfill public tasks. In Poland, the most basic unit of the local government is a commune. The unit manages its finances with the use of the budget, which is done independently and overtly. The objective of this dissertation is to present the financial management of the Town and Commune of Lipsko which is based on its budget both in a theoretical and empirical way. The analysis of the commune's budget in the years 2009-2011 shows its pivotal role in satisfying the needs of the local community and in the development of the region. The first chapter features the essence of the local government, the structure and tasks of the commune district. The second chapter discusses the budget of the unit of the local government. The third chapter presents the characteristics of the commune's income and expenses. The fourth chapter includes the analysis of the budget of the Town and Commune of Lipsko, which presents the changing financial situation of the district during the years under analysis.

Samorząd terytorialny posiada określone kompetencje i dochody, które umożliwiają mu realizację zadań publicznych. W Polsce podstawową jednostką samorządu terytorialnego jest gmina, która swoją gospodarkę finansową prowadzi na podstawie budżetu w sposób samodzielny i jawny. Celem pracy jest przedstawienie gospodarki finansowej jednostki samorządu terytorialnego w oparciu o jej budżet w ujęciu teoretycznym i empirycznym na przykładzie Miasta i Gminy Lipsko. Analiza budżetu gminy w latach 2009-2011 pokazuje jak duże znaczenie ma ona dla zaspokajania potrzeb społeczności lokalnej i rozwoju jej regionu. W pierwszym rozdziale przedstawiono istotę samorządu terytorialnego oraz omówiono strukturę organizacyjną i zadania gminy. W drugim rozdziale dokonano prezentacji budżetu jednostki samorządu terytorialnego. Trzeci rozdział pracy zawiera charakterystykę dochodów i wydatków gminy. W czwartym rozdziale dokonano analizy budżetu Miasta i Gminy Lipsko, która pokazała jak zmieniała się sytuacja finansowa gminy na przestrzeni analizowanych lat.
