Much has been discussed about development cooperation lately, about whether it is effective and efficient or not. The failure of different international agreements has further fueled the debate and provided critics with more material for their arguments against development cooperation. Also the bad situation of some developing countries, especially African countries, leaves a bad impression. However, there are othe developing countries that have been receiving development assistance and that have done far better. Peru is such an example. Another point of critique is the complicated structure of worldwide cooperation; different agreements on the same topics, numerous donors that work parallel. The EU is a good example. Working on two different levels, namely supranationally, as well as nationally, it bears the danger of duplication. This work examines this structure and takes a closer look at the coordination between both levels at the example of Peru as a receiving country.
