The sources of income in units of local government, the analysis of their structure in the commune of Wisniowa between the following years: 2007-2011

The objective of this thesis is to present the problem of public finance in Poland. It focuses on the shape of public finance management which is analyzed with reference to the role of principal unit of local government (called a commune) together with its complex income system. In the first part of this thesis, there are described the most important terms belonging to the fields of public finance, finance management and all units of local government financing system. The next part describes a commune system with its necessary tasks and intricate sources of financing. In the third chapter, in order to exemplify all commune’s incomes, there was carried out an analysis of their structure, basing on the budget resolutions of the commune of Wisniowa published between the following years: 2007-2011. The results of investigations indicated that the commune of Wisniowa, after experiencing few years of a budget deficit, reached a budget surplus which is said to be a very optimistic projection for the forthcoming years. The thesis raises a very important subject of the lack of financial means, which are essential in order to fulfill increasing, with the passage of time, number of commune’s elementary tasks.

Praca ukazuje problematykę finansów publicznych w Polsce przez pryzmat zarządzania tymi finansami w najmniejszej jednostce samorządu terytorialnego- gminie, oraz wskazuje źródła finansowania jej działalności. W Pierwszej części pracy zaprezentowano najważniejsze pojęcia z dziedziny finansów publicznych, zarządzania finansami oraz systemu finansowania jednostek samorządu terytorialnego. W następnej części przedstawiona została gmina, jej zadania oraz źródła ich finansowania. W trzecim rozdziale w celu zobrazowania zjawiska jakim są dochody gminy przeprowadzona została analiza ich struktury na oparciu o uchwały budżetowe Gminy Wiśniowa za lata 2007- 2011. Z przeprowadzonych badań wynika, że Gmina Wiśniowa po kilku latach deficytu budżetowego, uzyskała nadwyżkę finansową. Jest to dobra prognozą na przyszłe lata. W pracy został poruszony bardzo ważny problem związany z brakiem środków finansowych w gminach na realizację elementarnych zadań, których z każdym rokiem przybywa.
