Polish voivodships in international relations. Outline of the issues

Pierwszy rozdział pracy poświęcony jest zagadnieniom związanym z województwem, ale i także całą instytucją samorządu terytorialnego na przestrzeni lat. Przedstawione także zostaną pierwsze relacje międzynarodowe województw w poprzednich podziałach terytorialnych oraz czym jest i jak zorganizowane jest województwo w dniu dzisiejszym.W kolejnym rozdziale przedstawione są najważniejsze elementy działalności województw na arenie międzynarodowej: podstawy prawne współpracy zawarte w aktach prawa krajowego i międzynarodowego, formy aktywności województw na płaszczyźnie międzynarodowej oraz krótka charakterystyka podmiotów uczestniczących w nawiązywaniu relacji międzynarodowych przez województwa. Trzeci rozdział zawiera odpowiedź na pytanie jaki stosunek mają relacje międzynarodowe województw do prawa międzynarodowego oraz źródeł prawa krajowego: czy województwo może zostać uznane za podmiot prawa międzynarodowego, czy umowa zawierana przez województwa z partnerami zagranicznymi może zostać uznana za umowę międzynarodową, jak wygląda problem odpowiedzialności międzynarodowej za działania województwa a także dokonam krótkiego porównania działalności na scenie międzynarodowej polskich województw i niemieckich landów.

The first chapter is related to the voivodships, but also to the entire institution of local government over the years. There are presented the first international relations of the voivodships during the past territorial division and also what are and how are organized the voivodships today.The next chapter presents the key elements of activity of the voivodships in the international arena: the legal basis for cooperation in the acts of domestic and international law, forms of activity at an international level, and brief description of the entities participating in the establishment of international relations for the voivodship. The third chapter contains the answer to the question what is the relation beetween international relations of the voivodships and international law: can the voivodship be considered as a subject of international law, can contract entered into by the voivodship with foreign partners be considered an international agreement, international responsibility for the actions of the vovoidships on international arena and there's also a brief comparision of Polish voivodships and German states' activity on the international scene.
