The functioning of commune in a metropolitan area as exemplified by Dobczyce

The interest in metropolis in Poland and abroad is very big. Authors usually examine the functioning of a metropolis, but ignore its influence on the communes in the metropolitan area. The communes closer to the metropolis develop in a different way than the ones in the periphery. The thesis analyzes the functioning of an urban and rural commune in a metropolitan area as exemplified by Dobczyce commune located in the Krakow metropolitan area. The hypothesis about predominant backwash effects effects in the metropolitan zone and in broader regions has been reviewed. Dobczyce commune has shown prevalent results of development and has proven to be acquiring multiplier effects thanks to the strong local authorities and companies. The analysis compares and contrasts eight communes from the metropolitan area whose size and significance are similar to Dobczyce commune. In terms of economic growth, social and infrastructure improvements, Dobczyce commune was evaluated very well. The role of the local authorities in the economic development of the commune as well as in the process of stimulating entrepreneurship has been assessed together with the local authorities’ actions towards improving the standard of living, supporting entrepreneurship and attracting investors. The thesis also examines whether public transportation system has had a big influence on the metropolis’ impact on the area. Transport availability between the commune and the metropolis has been checked together with passenger traffic – on an average workday, around 1000 people commute to Krakow, and about 200 to Wieliczka. Due to the well-developed transportation system it is assumed that the metropolis heavily influences economical growth and the standard of living in the commune. Interviews conducted among entrepreneurs gave insights into the reasons for establishing companies in Dobczyce as well as into the connections and collaboration between local businesses and metropolis companies, which turned out to be not very strong. Locating a company at a close distance from the city of Krakow was considered a positive move by the owners. The thesis attempts to answer the question about what steps should be undertaken by the local authorities in order to acquire the multiplier effects generated by the metropolis. A survey conducted among the inhabitants revealed their opinions about the changes happening in the commune, and also indicated actions that should be taken by the authorities to support further economic growth in the commune and make it an attractive area to live in. Cultural efforts, safety and the infrastructure were evaluated positively. According to the inhabitants, the commune authorities should focus on developing tourism and reducing unemployment. Due to the existence of an industrial zone and a strong leader of the commune Dobczyce has become a workplace for the people from the whole province and a worthy example for other communes to follow.

Zainteresowanie metropoliami w Polsce i za granicą jest bardzo duże. Autorzy najczęściej zajmują się funkcjonowaniem metropolii pomijając jej wpływ na gminy w obszarze metropolitalny . Gminy położone w bliskiej odległości od metropolii rozwijają się inaczej niż ten z terenów peryferyjnych. W pracy przeanalizowano funkcjonowanie gminy miejsko-wiejskiej w strefie metropolitalnej na przykładzie gminy Dobczyce położonej w Krakowskim Obszaru Metropolitalnym. Zweryfikowano hipotezę o dominacji efektów wymywania w małych gminach z otoczenia metropolii . W gminie Dobczyce zauważono dominujące efekty rozwoju i przejmowanie efektów mnożnikowych dzięki silnym władzom lokalnym i przedsiębiorstwom. Porównywano 8 wybranych gminy z obszaru metropolitalnego o podobnej wielkości i randze do gminy Dobczyce. W sferze rozwoju gospodarczego, społecznego i infrastrukturalnego gmina Dobczyce wypadła bardzo dobrze. Oceniono rolę władz samorządowych w rozwoju gospodarczym gminy, a także w procesie stymulowania przedsiębiorczości. Przeanalizowano działania władz lokalnych na rzecz poziomu życia, przedsiębiorczości i pozyskania inwestorów. Dokonano weryfikacji hipotezy o dużym wpływie komunikacji zbiorowej na oddziaływanie metropolii na region. Zbadano dostępność komunikacyjną gminy z metropolią oraz określono potoki pasażerskie. W ciągu 1 dnia roboczego do Krakowa dojeżdża około 1000 osób, do Wieliczki zaś około 200. Określono godziny dojazdów i powrotów mieszkańców. Ze względu na dobrą dostępność komunikacyjną i liczne połączenia z metropolią oczekuje się dużego oddziaływania metropolii na rozwój gospodarczy i poziom życia mieszkańców gminy. Na podstawie wywiadów z przedsiębiorcami zbadano główne motywy lokalizacji firm w Dobczycach, powiązania i współprace firm lokalnych z przedsiębiorstwami z metropolii oraz pochodzenie pracowników. Nie dostrzeżono silnych powiązań firm lokalnych z przedsiębiorstwami z metropolii. Przez właścicieli położenie firm w niewielkiej odległości od Krakowa było pozytywnie odbierane. Podjęto próbę odpowiedzi na pytanie jakie działania powinny podejmować gminy aby przejmować efekty mnożnikowe generowane przez metropolie. Za pomocą badania ankietowego wśród mieszkańców gminy poznano opinie mieszkańców na temat zmian zachodzących w gminie. Wskazano jakie działania powinna podjąć gmina aby stać się miejscem dalszego rozwoju gospodarczego i atrakcyjnym obszarem do zamieszkania. Działania kulturalne, bezpieczeństwo i stan infrastruktury zostały dobrze ocenione. Według mieszkańców gmina powinna skupić się na rozwoju turystyki i ograniczaniu bezrobocia. Dzięki istnieniu Strefy Przemysłowej i silnemu liderowi gminy Dobczyce stały się miejscem pracy dla osób pochodzących z całego powiatu i przykładem do naśladowania przez inne gminy
