The aim of the work is to show the way in which public service changes the owner of the law, and attempted to make predictions of the effects of this process. Described are the touristic region, background characteristics distinguishing it and facility. Test results show a negative rating of the population as to the rightness of such transformations. They actually combine not any abnormality at the time of signing the agreement on handing over the test. Implications for the development of spas are unfortunately obscure and not referred to in a specific way in conjunction with the Government to create a business plan. This problem arises the need to continue looking at on the fairness of the process of transformation is described.

Celem pracy jest pokazanie sposobu w jaki placówka publiczna zmienia właściciela w świetle prawa, oraz próba dokonanie prognozy skutków tego procesu. Opisane są walory turystyczne regionu, podłoże historyczne placówki leczniczej i cechy ją wyróżniające. Wyniki badań przedstawiają negatywne oceny ludności co do słuszności przeprowadzenia takich przekształceń. Nie doszukano się żadnych nieprawidłowości przy podpisywaniu umowy o przekazanie badanego Uzdrowiska. Skutki dla rozwoju Uzdrowiska są niestety niejasne i nie określone w konkretny sposób w związku z opieszałością przy tworzeniu biznesplanu placówki. Ten problem nasuwa konieczność dalszego przyglądania się sprawie słuszności procesu komunalizacji opisywanej placówki.
