RELACJE MIĘDZY UKRAINĄ I UNIĄ EUROPEJSKĄ W LATACH 1990-2012

This article is an attempt to analyze the history of bilateral relations of Ukraine with the EU since obtaining independence of Ukraine until Ukraine sign an association agreement with the European Union . The aim of the paper is to predict whether the next few years Ukraine can evolve to a new level of bilateral cooperation with the European Union , or become a Member State of the EU which meets the European integration course, only declaratively . It is also important to identify the factors and conditions that determine the exchange rate mechanism of the European integration of Ukraine and identify contradictions and barriers that hinder this process. European integration is a priority direction of the foreign policy of Ukraine. European course of Ukraine's foreign policy may provide additional opportunities for the modernization and development of innovative state and community. Successful progress in this direction depends on the effectiveness of the implementation of comprehensive structural reforms in the country and carry out system integration policy . Ukraine , due to its historical background , cultural, and geographic part of Europe . The direction of integration with Western structures is a natural consequence for independence of Ukraine. The purpose of the state is to create the conditions for the entry of Ukraine into the community highly of European countries by the comprehensive reform of the Interior. European integration is a priority direction of the foreign policy of Ukraine. The current stage of relations between Ukraine and the European Union is a very difficult challenge for Kiev in connection with the preparation of a new base agreement with the European Union , which aims to define and consolidate the format of relations between the two sides in the long run. The current political situation is very complicated , because the government of President Yanukovych does not define a single strategy in foreign countries , which on the other hand inhibits the process of European integration of Ukraine . The evolution of the relations with the European Union may be caused by a change of government and to establish a uniform foreign policy , conducting deep economic and legal reforms . Ukraine is on the right path towards the European Union, however, has yet to make a number of major steps to reform its political system and level of economic development. In the perspective of the future should also exist major changes in the national identity of the Ukrainian society . It has to determine whether he wants to join the European group and continue deeper relations with the Russian Federation .

Niniejsza praca stanowi próbę analizy historii stosunków bilateralnych Ukrainy z Unią Europejską począwszy od uzyskania przez Ukrainę niepodległości do momentu podpisania umowy stowarzyszeniowej Ukrainy z Unią Europejską. Celem pracy jest określenie prognozy, czy w najbliższych latach Ukraina może ewoluować na nowy poziom współpracy dwustronnej z Unią Europejską, czy zostać jednym z państw członkowskich UE, które spełnia europejski integracyjny kurs, w głównej mierze, deklaratywnie. Ważne jest także określenie czynników i warunków, które wyznaczają mechanizmy europejskiego kursu integracji Ukrainy oraz zidentyfikować sprzeczności i bariery, które utrudniają realizację tego procesu. Integracja europejska jest priorytetowym kierunkiem polityki zewnętrznej Ukrainy. Europejski kurs polityki zagranicznej Ukrainy może dać dodatkowe możliwości dla modernizacji oraz rozwoju innowacyjnego państwa i społeczności. Sukces postępu w tym kierunku zależy od skuteczności wdrażania kompleksowych reform strukturalnych w państwie i prowadzenia systemowej polityki integracyjnej. Ukraina, ze względu na swoje uwarunkowania historyczne, kulturowe i geograficzne jest częścią Europy. Kierunek integracji ze strukturami zachodnimi jest naturalną konsekwencją uzyskania przez Ukrainę niepodległości. Celem państwa jest stworzenie warunków dla wejścia Ukrainy do wspólnoty wysokorozwiniętych państw europejskich, drogą szerokich reform wewnętrznych. Integracja europejska jest priorytetowym kierunkiem polityki zewnętrznej Ukrainy. Europejski kurs polityki zagranicznej Ukrainy może dać dodatkowe możliwości dla modernizacji oraz rozwoju innowacyjnego państwa i społeczności. Sukces postępu w tym kierunku zależy od skuteczności wdrażania kompleksowych reform strukturalnych w państwie i prowadzenia systemowej polityki integracyjnej. Ukraina, ze względu na swoje uwarunkowania historyczne, kulturowe i geograficzne jest częścią Europy. Kierunek integracji ze strukturami zachodnimi jest naturalną konsekwencją uzyskania przez Ukrainę niepodległości. Celem państwa jest stworzenie warunków dla wejścia Ukrainy do wspólnoty wysokorozwiniętych państw europejskich, drogą szerokich reform wewnętrznych. Obecny etap stosunków pomiędzy Ukrainą a Unią Europejską jest bardzo trudnym wyzwaniem dla Kijowa w związku z przygotowaniem nowej umowy bazowej z Unią Europejską, której celem jest określenie i konsolidacja formatu stosunków między dwoma stronami w perspektywie długoterminowej. Aktualna sytuacja polityczna na Ukrainie jest bardzo skomplikowana, gdyż działania rządu prezydenta Janukowycza nie określają jednolitej strategii w polityce zagranicznej państwa, co z drugiej strony hamuje proces integracji europejskiej Ukrainy. Ewolucja w stosunkach z Unią Europejską mogą zaistnieć w przypadku zmiany rządu oraz ustalenia jednolitej polityki zagranicznej, przeprowadzenia głębokich reform gospodarczych i prawnych. Ukraina jest na dobrej drodze w kierunku do Unii Europejskiej, jednak musi jeszcze poczynić wiele poważnych kroków reformujących jej ustrój polityczny i poziom gospodarczy. W perspektywie przyszłości powinny zaistnieć również poważne zmiany w tożsamości narodowej społeczeństwa ukraińskiego. Ma ono określić się, czy chce dołączyć do europejskiego grona czy kontynuować pogłębione relacje z Federacją Rosyjską.
