ROLE OF THE EUROPEAN INVESTMENT BANK IN THE IMPLEMENTATION OF THE EUROPEAN UNION REGIONAL POLICY IN POLAND

Polityka regionalna odgrywa bardzo ważną rolę w Unii Europejskiej - niweluje różnice w rozwoju poszczególnych regionów. Niestety w Polsce finansowanie tej polityki kojarzone jest jedynie z funduszami strukturalnymi. W niniejszej pracy magisterskiej została przedstawiona rola Europejskiego Banku Inwestycyjnego w kształtowaniu polityki regionalnej, a tym samym inne spojrzenie na tę politykę. W rozdziale pierwszym można zapoznać się z ogólną charakterystyką polityki regionalnej, jej historią, rozwojem, a także zasadami, zgodnie z którymi polityka regionalna jest realizowana. W rozdziale drugim omówiony został status prawny oraz struktura organizacyjna Europejskiego Banku Inwestycyjnego. Ponadto zaprezentowano cele i zasady działalności EBI oraz źródła jego finansowania. Kolejny, trzeci rozdział zawiera wiadomości dotyczące Inicjatyw Wspólnotowych współfinansowanych przez Europejski Bank Inwestycyjny. Rozdział ten przedstawia podstawowe informacje na temat Inicjatywy JEREMIE, JASPERS i JESSICA, schemat ich wdrażania w Polsce. Ostatni, czwarty rozdział porusza kwestię praktycznego aspektu Inicjatywy JESSICA.

The Regional Policy plays a very important role in the European Union – it eliminates differences in the development of individual regions. Unfortunately, in Poland the funding of this policy is associated only with structural funds. This MA thesis treats of the role of the European Investment Bank in the development of the regional policy and, therefore, presents a different perspective on this policy. In the first chapter the general description of the regional policy, its history and development as well as regulations according to which the regional policy is implemented were presented. The second chapter contains information on the legal status and organizational structure of the European Investment Bank. Moreover, the objectives and the principles of the European Investment Bank as well as the sources of financing it were presented. The next chapter, the third one, treats of the Community Initiatives co-financed by the European Investment Bank. This chapter presents basic information concerning the JEREMIE, JASPERS and JESSICA Initiatives and the plan of their implementation in Poland. The last chapter, the fourth one, brings up an issue of the practical aspect of the JESSICA Initiative.
