Przedmiotem niniejszej pracy było miasto Nowa Dęba (12 tys.ludn.) w płd. - wschodniej Polsce, w granicach woj. podkarpackiego. Wieś Dęba, leżąca w Puszczy Sandomierskiej, w latach 30. XX w. stała się osiedlem przemysłowym, w związku z budową COP – nowego rejonu przemysłu zbrojeniowego, w równej odległości od ówczesnych granic Polski z ZSRR i Niemcami. Po wojnie struktura miejscowego przemysłu nieco się zmieniła, a w 1961 r. miejscowość ta uzyskała prawa miejskie. Zabudowa Nowej Dęby skupia się w dolinie Bystrzyka, otoczonej od zachodu i wschodu lasami ( w tym drugim funkcjonuje poligon wojskowy), zaś na północy i południu rozpościerają się użytki rolne dawnych wsi. Liczba ludności miasta od 1995 r. nieco zmalała, wskutek emigracji. W krajobrazie centrum Nowej Dęby dominują powojenne bloki mieszkalne, wśród których wyróżniają się nowe kościoły i kilkanaście przedwojennych budynków. Z północy na południe biegnie linia kolejowa i szosa, łącząca Nową Dębę z Tarnobrzegiem (ośrodkiem powiatowym) i wojewódzkim Rzeszowem. Tereny przemysłowe skupiają się na płd. – zachodzie. Główne funkcje Nowej Dęby wynikają z jej rangi administracyjnej – ośrodka gminy, złożonej z 7 wsi (7,1 tys. ludn.) – działają więc w miasteczku urzędy, szkoły średnie, szpital, Centrum Kultury, liczne sklepy. Przemysł reprezentuje Dezamet (dawna wytwórnia amunicji) i nowe firmy w budowanej od 1997 roku Strefy Ekonomicznej. Użytki rolne zajmują prawie połową miasta, lecz ich produkcja służy na samozaopatrzenie rodzin właścicieli. W transporcie główną rolę odgrywają autobusy i mikrobusy – dzienna liczba ich kursów 8-krotnie przewyższa liczbę odjazdów pociągów z miejscowych dwu stacji. Na południu Nowej Dęby przebiega tranzytowa magistrala kolejowa z Górnego Śląska na Ukrainę – szerokotorowa, bez stacji na terenie miasta. Plany na przyszłość zakładają dalszy rozwój przemysłowej funkcji Nowej Dęby, polepszenie warunków mieszkaniowych, poprawę gospodarki odpadami, a w sferze społecznej: podniesienie technicznego poziomu szkół, rozbudowę infrastruktury rekreacyjno- sportowej i aktywizację mieszkańców, lecz program ten wymaga wsparcia finansowego ze strony władz województwa i państwa.
The author has dealt with the small town of Nowa Dęba (12 thous. inh.) in South – Eastern Poland, within the Podkarpackie (Rzeszów) voivodeship. This old village in the middle of the Sandomierska forest, since the 30s. of the 20th cent. has been an industrial centre, due to a realization of the Central Industrial Region project, a zone of the armements production, lying at the same distance from Soviet and German borders. After 1945 the offer of Nowa Dęba industry was widened and in 1961 the discussed locality obtained civil rights. An urban part of Nowa Dęba is concentrated in the Bystrzyk river valley, between the forest from west and east (in the latter one there is a firing ground). In south and north, arable lands dominate. The population number of town has been decreasing since 1995, mostly because of and outflow of younger generations. In the centre there are housing estates, consisted of several floor blocks, with two new churches and some pre-war buildings; the industrial zone lies westward. Along the valley paas road and railway line from Tarnobrzeg City (the poviat centre) to that of Rzeszów).Main functions of Nowa Dęba result from its role in the settlement structure of the region, that of the rural commune centre, containing 7 villages (total population number : 7 thous.). There are offices, secondary and vocational schools, a hospital, the Centre of Culture, shops, etc. Besides the Dezamet Plant (former ammunition factory) there are new enterprises, concentrated in the Special Economic Zone. Local agriculture barely produces for a local market. Transport links are realized mostly due to buses and mini-buses – their daily departures number is 8 times higher than that of passenger trains from two stations. In the southern part of Nowa Dęba there is the transit railway line from the Upper Silesia Industrial Region to Ukraine – a wide-gauge railway, but without any stations at Nowa Dęba.Plans for the nearest future contain a development of industry in the town, an amelioration of housing standards and that of the waste treatment, as regard social problems, technical level of schools should be improved, a sport-recreational infrastructure-developed, the local population activity – greater, but all these plans need badly a financial support from Voivodship and State authorities.
