The ombudsman institutions in the East-Central Europe countries. Russia, Ukraine, Moldova and Poland. Case study.

The original Swedish idea of an ombudsman institution has now become one of the most characteristic elements of the Human Rights Protection System in democratic countries. As a result of the political transformation, the ombudsman institutions were also established in the post-Soviet countries. The study is an attempt to analyze the position of ombudsman institutions in Poland, Ukraine, Russian Federation and Moldova. The work consists of three chapters. The first one describes historical process of the development of the ombudsman institutions in the world and the characteristics of the typology of an ombudsman. The second chapter includes an assessment of the role of external and internal factors which determine the process of establishment of the ombudsman institutions in the post-Soviet countries. The third chapter contains the detailed analysis of the position of ombudsman institutions in selected countries.

Idea instytucji ombudsmana wywodząca się ze szwedzkiego systemu prawno-politycznego stała się obecnie jednym z najbardziej charakterystycznych elementów ochrony praw i wolności obywateli w krajach demokratycznych. W wyniku transformacji ustrojowej instytucje ombudsmana powstały również w państwach byłego bloku komunistycznego. Niniejszej praca jest próbą analizy pozycji instytucji ombudsmana w Polsce, Ukrainie, Federacji Rosyjskiej i Mołdawii. Praca składa się z trzech rozdziałów. Rozdział pierwszy zawiera opis rozwoju idei instytucji ombudsmana w świecie oraz charakterystykę typologii ombudsmana. W rozdziale drugim przeanalizowano czynniki warunkujące stanowienie instytucji ombudsmana w państwach poradzieckich. W rozdziale trzeci zawarto szczegółową analizę pozycji instytucji ombudsmana w wybranych państwach.
