Kształtowanie ustroju wewnętrznego gminy jako wyraz jej samodzielności

Przedmiotem rozważań niniejszej pracy jest samodzielność ustrojowa gminy.W rozdziale pierwszym przedstawione zostały zasady konstytucyjne, w szczególności subsydiarności oraz decentralizacji władzy publicznej, wpływające na tą samodzielność. W drugim – samodzielność gminy i jej główne przejawy. Kolejna część pracy dotyczy aktów, w których gmina reguluje swój ustrój wewnętrzny, a ostatni nadzoru nad działalnością gminy i sądowej ochrony samodzielności gminy, które wpływają na jej rzeczywisty zakres.

The subject of the thesis is municipality’s systemic independence.The first chapter presents constitutional principles, especially the principles of subsidiarity and decentralization of public authority, influencing on this independence. The second – municipality’s independence and its main manifestations. The next section concern acts, in which municipality regulates its internal system of organisation, and the last: supervision and juridical protection of municipality’s independence, which influence on its real scope.
