Skarga na bezczynność lub przewlekłe prowadzenie postępowania administracyjnego

The subject of the disseration is to analyse the structure complaint against the inactivity and complaint against protraction of proceedings. Inactivity and protraction of proceedings are unfavorable phenomenons in Polish law.Master's thesis is divided into five chapters. The chapters contain the process of shaping regulation of the complaint and basic rules of control the administration's inactivity. In the thesis defined the concept of inactivity and protraction of proceedings. The subject of analysis are also the effects of inactivity during the execution of the final judgement of the Administrative Court.

Przedmiotem pracy jest analiza skargi na bezczynność lub przewlekłe prowadzenie postępowania. W polskim systemie prawnym bezczynność oraz przewlekłe prowadzenie postępowania sądowego przez organ są niekorzystnym i zwalczanym zjawiskiem.Praca została podzielona na pięć rozdziałów. W rozdziałach omówiono proces kształtowania się skargi oraz podstawowe zasady sądowej kontroli bezczynności. Dokonano zdefiniowania pojęć " bezczynność" i "przewlekłość postępowania" oraz przeanalizowano najważniejsze problemy. W pracy opisano również skutki bezczynności podczas wykonywania prawomocnego wyroku sądu administracyjnego.
