Źródła finansowania inwestycji publicznych na przykładzie Gminy Wolbrom

The aim of this thesis is to present a matter of financing of public investment – a case study of Wolbrom Commune. The author tries to show the possibilities of financing of public investment. The first chapter defines the concept of investment and thoroughly discusses the issues of public investment. Then it presents the sources of financing of public investment and characterizes selected funds and assistance programmes of the European Union. At the end the chapter presents the public-private partnership. The second chapter describes the definition, essence and tasks of the Commune and characterizes the Wolbrom Commune. Moreover, it presents a long-term Development Strategy of the Wolbrom Commune and finally shows public investments which have been realized in this Commune in 2010-2013. The third chapter discusses the budget of the Wolbrom Commune in 2010-2013 through the analysis of income, expenditure and financial results of Wolbrom Commune.

W toku rozumienia niniejszej pracy została przedstawiona kwestia finansowania inwestycji publicznych na przykładzie Gminy Wolbrom. Autor stara się ukazać jakie są możliwości finansowania inwestycji publicznych. W pierwszym rozdziale zdefiniowano pojęcie inwestycji, dokładnie omówiono kwestie inwestycji publicznych, następnie przedstawiono źródła finansowania inwestycji publicznych, scharakteryzowano wybrane fundusze i programy pomocowe Unii Europejskiej oraz przedstawiono partnerstwo publiczno-prywatne. Rozdział drugi opisuje definicję, istotę i zadania gminy, umieszczono charakterystykę Gminy Wolbrom, przedstawiono długoletnią Strategię Rozwoju Gminy Wolbrom, a na końcu pokazano jakie inwestycje publiczne zostały zrealizowane w omawianej Gminie w latach 2010-2013. W rozdziale trzecim omówiono budżet Gminy Wolbrom w latach 2010-2013 poprzez analizę dochodów, wydatków i wyniku finansowego Gminy Wolbrom.
