The recruitment and selection as the elements of the personnel management process in the Polish National Police

Celem pracy jest przedstawienie rekrutacji i selekcji jako istotnego elementu procesu zarządzania zasobami ludzkimi w Policji. W pracy zostało przedstawiona specyfika sektora publicznego zorientowanego na interes wspólny, a nie zysk. Służby mundurowe, jako jednostki umundurowane i sformalizowane dbające o bezpieczeństwo obywateli. Głównie Policje, która bezpośrednio stoi na straży prawa i egzekwuje je na co dzień. Praca ukazuje złożoność i istotę procesu zarządzania kadrami. Skupia się jednocześnie na ukazaniu procesu rekrutacji i selekcji jako ważnego i istotnego elementu w polityce kadrowej. Szczegółowo obrazuje sam proces rekrutacji i selekcji w ujęciu teoretycznym i praktycznym na przykładzie Policji. Zawiera analizę ankiety przeprowadzonej wśród funkcjonariuszy Policji, którzy przeszli kolejno etapy rekrutacji i selekcji. Wykazując jednocześnie, że przeprowadzony we właściwy sposób proces rekrutacyjno – selekcyjny jest jednym z głównych warunków sukcesu w zarządzaniu zasobami ludzkimi również w Policji.

The main purpose of this work is to present the role of the recruitment and selection procedures as the essential stages of a personnel management process in the Polish National Police. The specificity of the public service, non profit orientated, is emphasized. Uniformed services (mainly the National Police) provide integrated law enforcement and security service to citizens. Furthermore this work shows the core of the personnel management process and its complexity, both from a theoretical and practical perspective. The process of recruitment and selection is very important element of the personnel policy. The next discussed issue is analysis of questionnaire forms completed by police officers. The final conclusion is that one of the main factors to be successful in the personnel management process is conducting the recruitment and selection procedure in the correct way; this conclusion refers also to the Polish National Police.
