Zmiany w II filarze ubezpieczeń społecznych w Polsce w latach 1999-2014

Niniejsza praca dotyczy zagadnień związanych z reformami systemu emerytalnego w Polsce, przeprowadzonych w latach 1999-2014. Porusza kwestie dotyczące: powstania II filara, działalności Otwartych Funduszy Emerytalnych (OFE), porównania dwóch dotychczasowych systemów emerytalnych, zmian uregulowań prawnych w działalności OFE, sytuacji demograficznej w Polsce, jak i poziomu świadomości obywateli na temat wdrożonych zmian w systemie emerytalnym. Praca powstała w oparciu o akty prawne, opracowania naukowe i prawnicze, informacje zawarte na stronach Zakładu Ubezpieczeń Społecznych oraz w przypadku ostatniego rozdziału, na podstawie własnych badań. Celem niniejszej pracy było przedstawienie problematyki funkcjonowania Otwartych Funduszy Emerytalnych oraz problem dotyczący bardzo niskiego poziomu wiedzy o systemie emerytalnym. Do weryfikacji hipotezy zastosowano metodę indywidualnych, pogłębionych wywiadów, które najlepiej oddają charakter badanej grupy respondentów, jednocześnie, ukazując w znacznym stopniu, powagę istnienia problemu.

This thesis is concerned with issues related to the reform of the pension system in Poland, conducted in the years 1999-2014. Raises issues concerning: the creation of the second pillar, activities Open Pension Funds (OFE), comparison of the two existing pension systems, changes in legal regulations in the activities of OPF, the demographic situation in Poland as well as citizens' awareness about the implemented changes in the pension system. The work was based on legal acts, scientific and legal, information contained on the pages of the Social Insurance Institution and in the case of the last chapter, based on their own research. The aim of this study was to present the issues of pension funds and the problem with a very low level of knowledge about the pension system. To achieve the objective and the method used to verify the hypothesis of individual, in-depth interviews that best reflect the nature of the test group respondents, at the same time, showing a considerable extent, the seriousness of the problem.
