Evaluationon the effects of the functioning of the quality management system in Krakow City Council

Celem niniejszej pracy magisterskiej jest ocena efektu funkcjonowania systemu zarządzania jakością w Urzędzie Miasta Krakowa. Jako problem badawczy postawiono sobie następujące pytanie: Jaki jest efekt funkcjonowania systemu zarządzania jakością w Urzędzie Miasta Krakowa. Wśród wykorzystanych źródeł i opracowań znajdują się pozycje, dzięki którym scharakteryzowano system zarządzania jakością, funkcjonujący w Urzędzie Miasta Krakowa. Są to: akty prawne, artykuły, zasoby internetowe, opracowania literackie. Niniejsza praca składa się z czterech rozdziałów. Pierwszy rozdział charakteryzuje Urząd Miasta jako instytucję administracji państwowej. W drugim rozdziale opisuje zarządzanie jakością w administracji publicznej. Trzeci odnosi się do systemu zarządzania jakością w Urzędzie Miasta Krakowa, czwarty i zarazem ostatni rozdział przedstawia ocenę systemu zarządzania jakością w Urzędzie Miasta Krakowa. By uzyskać odpowiedzi na zaistniały problem badawczy, przeprowadzono badania za pomocą metody ilościowej. Jako narzędzie badawcze wybrano ankietę w wersji elektronicznej. Badanie zostało przeprowadzone wśród pracowników Urzędu Miasta Krakowa. Zebrano 135 ankiet. Z przeprowadzonych badań jednoznacznie wynika iż wprowadzenie systemu zarządzania jakością w Urzędzie Miasta Krakowa poprawiło jego funkcjonowanie zarówno w oczach klientów jaki i urzędników. Wynika z nich także iż potrzebne są dalsze prace nad jego udoskonalaniem.

The aim of this Master's thesis was to evaluate the effect of the functioning of the quality management system in Krakow City Council. The research problem has been put in the following question: What is the effect of the performance of the quality management system in Krakow City Council? Among the materials and references used in the thesis, there are entries that helped to characterize the quality management system in the City of Krakow. These are: legal acts, articles, Internet resources, literary studies.This work consists of four chapters. The first chapter portrays the City Council as an institution of the national administration. In the second chapter there’s the description of the quality management system in public administration. Third chapter refers to the quality management system in Krakow City Council. In the fourth and final chapter we will find the evaluation of the quality management system in Krakow City Council.To get the answers to the research problem the study has been conducted usinga quantitative method. The online questionnaire has been chosen as a research tool . The survey has been conducted among employees of the City Council. 135 questionnaires have been collected.According to research, quality management system implemented in Kraków City Council substantially improved its functionality in aspects of the customers support as well as as employees work efficiency. Despite positive effects there is still the big area of system improvement in the future.
