Competences and powers of the voivode as a supervisory authority for local government units

This MA thesis is devoted to the aspect of competences and supervisory powers of the voivode towards local government units. The thesis consists of four chapters. In the first chapter is explained the core of local government, the term and the criteria of supervision and differences between supervision and a control. In the second chapter I highlighted and characterised three essential supervisory authorities. Moreover, three types of supervision are introduced within this chapter. In the third chapter is analysed the position of the voivode in the field structure and relations between the voivode and other entities. The fourth chapter discusses the powers of the voivode, but in particular it points the surveillance measures, to which the voivode is entitled in relation to bodies of the local government units.

Praca magisterska poświęcona jest zagadnieniom na temat kompetencji i uprawnień nadzorczych wojewody wobec jednostek samorządu terytorialnego. Praca składa się z czterech rozdziałów. W pierwszym wyjaśniłam istotę samorządu terytorialnego, pojęcie i kryteria nadzoru oraz różnice pomiędzy nadzorem a kontrolą. W rozdziale drugim dokonałam wskazania i charakterystyki trzech zasadniczych organów nadzoru. Ponadto w tej części przedstawiłam rodzaje nadzoru. W trzecim rozdziale zanalizowałam pozycje wojewody w strukturze terenowej oraz relacje pomiędzy wojewodą a innymi podmiotami. Ostatni czwarty rozdział to rozważania nad uprawnieniami wojewody, a przede wszystkim wskazanie środków nadzorczych przysługujących wojewodzie w stosunku do organów jednostek samorządu terytorialnego.
