Celem niniejszej pracy magisterskiej jest przybliżenie Państwu instytucji nadzoru nad jednostkami samorządu terytorialnego jaką jest zarząd komisaryczny w jednostkach samorządu terytorialnego. Zapoznam Państwa z przepisami normującymi ją według ustawy z 8 marca 1990 o samorządzie gminnym, ustawy z 5 czerwca 1998 o samorządzie powiatowym oraz 5 czerwca 1998 o samorządzie województwa. Przybliżę też Państwu przebieg procedury zawieszania organów gminy i ustanawiania w ich miejsce zarządu komisarycznego. Dzięki lekturze niniejszego opracowania zapoznają się Państwo z programami naprawczymi gmin, z rozstrzygnięciami nadzorczymi Prezesa Rady Ministrów i wojewodów, przedstawię Państwu również przebieg batalii sądowej przed WSA i NSA w której Prezes Rady Ministrów starał się utrzymać rozstrzygnięcie nadzorcze w mocy natomiast gminy których dotyczyło będą starały się uchylić je.
