Supervision over the activities of auxiliary units of the municipality

The concept of supervision is important in the completion of tasks of public administration, including auxiliary units of municipalities. The paper presents the notion of the auxiliary unit in the current legislation, the procedure for the creation of such units and their authorities and responsibilities. It also analyzes the concept of supervision in public administration and describes the principles and procedures for conducting supervision over the activities of auxiliary units, taking into account the criteria and measures of supervision. The final chapter contains a description of the means to protect the auxiliary units from the supervisory authorities.

Pojęcie nadzoru ma ważne znaczenie w wykonywaniu zadań administracji publicznej, w tym również jednostek pomocniczych gmin. W pracy przedstawiono istotę jednostki pomocniczej w obowiązującym prawodawstwie, tryb ich tworzenia oraz organy i zadania tych jednostek. Dokonano także analizy pojęcia nadzoru w administracji publicznej oraz opisano zasady i tryb przeprowadzania nadzoru nad działalnością jednostek pomocniczych uwzględniając kryteria i środki nadzoru. Rozdział końcowy pracy zawiera opis środków ochrony jednostek pomocniczych przed organami nadzoru.
