The principle of promptitude of administrative procedure and its process guarantees

The subject of the work is the principle of promptitude of administrative procedure and its process guarantees. The aim of the work is presentation of the importance of the principle and analysis of the basic institutions which are introduced to enable enforcement of this principle. Chapter I presents the definition of the principle of promptitude and the reason for which this in one of the most important legal rule. The subject of the chapter II is to analyze possible manifestations of breaches of the principles. Chapter II and IV discusses process guarantees. The last part contains assessment of current legal institutions.

Praca dotyczy zasady szybkości postępowania w postępowaniu administracyjnym. W pracy omówiono znaczenie tej zasady oraz scharakteryzowano podstawowe instytucje w polskim systemie prawa, które mają na celu umożliwienie egzekwowania tej zasady. W rozdziale I  pracy omówiono pojęcie szybkości postępowania oraz wskazano znaczenie tego pojęcia dla sprawnego postępowania. Przedmiotem analizy przedstawionej w rozdziale II są przejawy nierespektowania zasady szybkości postępowania. W rozdziale III i IV omówiono mechanizmy prawne, jakie ustawodawca stworzył, aby dbać o respektowanie zasady szybkości postępowania. W ostatniej części pracy dokonano podsumowania aktualnego stanu prawnego. Podjęto również próbę oceny obecnych unormowań.
