Medicare Part D - the consequences of its introduction

Praca przedstawia próbę identyfikacji konsekwencji, będących efektem wprowadzenia do programu Medicare części D w odniesieniu do specyficznych uwarunkowań amerykańskiego systemu opieki zdrowotnej. By tego dokonać, najpierw prześledzono historyczny proces kształtowania się systemu zdrowotnego w USA, a następnie poddano analizie cztery kluczowe zagadnienia, odnoszące się do: beneficjentów i struktury planu, sposobu finansowania planu, luki ubezpieczeniowej oraz subsydiów dla osób o niskich dochodach. Na ich przykładzie pokazano ewolucję części D Medicare w ciągu 10 lat istnienia na rynku zdrowotnym oraz nakreślono jej konsekwencje. Wyniki uzyskane po przeprowadzeniu analizy, pozwoliły na wysnucie wniosków dotyczących dalszego funkcjonowania i rozwoju planu refundującego leki na receptę dla seniorów i osób niepełnosprawnych w USA.

This thesis is an attempt to identify consequences being the effect of the introduction of Medicare program D regarding specific conditions of the American healthcare system. In order to achieve that, first the history of the development of the healthcare system in the US was tracked, and next an analysis was performed of four key concepts pertaining to the following: the recipients of the healthcare system’s benefits, the plan’s structure, the method of financing the plan, the coverage gap, as well as subsidies for individuals with low income. The evolution of Medicare part D in its 10 years of existence on the healthcare market was shown through these concepts. The evolution’s consequences were also described. The results obtained from the analysis allowed to formulate conclusions regarding future activity and the development of a reimbursement plan for prescription drugs for seniors and disabled persons in the USA.
