Visca Catalunya! // History and development of Catalan separatism at the turn of the 20th and 21st century

Powyższa praca licencjacka stara się wyczerpująco przedstawić problem katalońskiego nacjonalizmu na przełomie XX i XXI wieku. Mimo dużego znaczenia zarówno dla regionu, jak i całego kontynentu, problem separatyzmu katalońskiego pozostaje nieobecny w międzynarodowym dyskursie. Współczesne stosunki międzynarodowe największą uwagę skupiają przede wszystkim na działaniach terrorystycznych przeprowadzanych przez tzw. Państwo Islamskie, a swego czasu – także na problemie Ukrainy. Głównym celem pracy jest więc naświetlenie problemu separatyzmu katalońskiego i uświadomienie społeczności, iż zjawisko to może mieć poważne konsekwencje dla współczesnego ładu międzynarodowego.Dla pełnowymiarowego przedstawienia niniejszej kwestii, praca została podzielona na trzy rozdziały. Pierwszy z nich odzwierciedla historyczne uwarunkowania katalońskiego separatyzmu: począwszy od krótkiego sprawozdania z przebiegu wydarzeń do momentu ogłoszenia II Republiki, poprzez opisanie najważniejszych incydentów, które miały miejsce we wspomnianym okresie, i zamykając rozważania na temat przeszłości opisem poczynań separatystów do momentu śmierci generała Francisco Franco.Kolejny rozdział skupia się na bieżącej sytuacji w regionie. Punktem wyjścia ma być ustanowienie demokracji i odrodzenie katalońskiego rządu. Następnie został omówiony wątek instytucjonalny, tj. zasady, w ramach których Katalonia funkcjonuje jako część państwa hiszpańskiego. To oznacza zapoznanie się z ustrojem wspólnoty autonomicznej, jej podstawą prawną, czyli statutem autonomii, a także modelem jej finansowania i kompetencjami, jakie przekazano Generalitat na mocy regionalnej „ustawy zasadniczej”, czyli statutu właśnie.W końcu, w ramach szerokiego podsumowania, ostatnia część drugiego rozdziału została poświęcona mocnemu zaakcentowaniu sytuacji bieżącej. Rozdział trzeci i ostatni mówi o koncepcji Europy Regionów jako szansie dla Katalończyków na wprowadzenie zmian w hiszpańskim status quo. Tematyka Europy Regionów ma być pretekstem do szerszego omówienia wybranych zagadnień polityki regionalnej Konwergencji i Związku. Jednakże prawdziwe podsumowanie niniejszej pracy to jej zakończenie, które stanowi analizę percepcji Katalonii na arenie międzynarodowej oraz wpływu dążeń separatystycznych Katalończyków na sytuację w innych regionach europejskich.

This bachelor thesis seeks to present exhaustively the problem of Catalan nationalism at the turn of the 20th and 21st centuries. Despite the importance both for the region and the whole continent, the problem of Catalan separatism remains absent in the international discourse. Contemporary international relations focus most heavily on terrorist attacks carried out by the so-called Islamic State, and in one’s day - also on the problem of Ukraine. Therefore, the main aim of the work is to highlight the problem of Catalan separatism and to make the community aware that this phenomenon can have serious consequences for current international order.For a full-scale presentation of this issue, the work is divided into three chapters. The first one reflects the historical conditioning of Catalan separatism: from a brief report of events to the announcement of the Second Republic, by describing the most important incidents that took place during this period, and closing the discussions on the past with the descriptions of the separatists' actions until the death of General Francisco Franco.The next chapter focuses on the current situation in the region. The starting point is the establishment of democracy and the revival of the Catalan government. Subsequently, the institutional theme was discussed, i.e. the principles under which Catalonia functions as part of the Spanish state. It means acquainting yourself with the autonomy community system, its legal basis, the statute of autonomy, and the model of its funding, as well as the powers it was delegated under the "constitution", or – precisely – the Statute.Finally, in the context of a broad summary, the last part of the second chapter was devoted to a strong accent of the current situation. The third and last chapter discusses the concept of Europe of the Regions as an opportunity for the Catalans to change the Spanish status quo. The topic of Europe of the Regions is supposed to be a pretext for a broader discussion of selected issues of regional policy of the Convergence and the Union. However, the real conclusion of this bachelor thesis is its final part, representing an analysis of the perception of Catalonia in the international arena and the impact of the separatist aspirations of the Catalans on the situation in other European regions.
