The instruments of anti-terrorism protection used in Polish airports

In times of intensive aviation development, the issue of the air traffic safety is one of the most difficult challenges for civil aviation safety. The aim of this master thesis is to analyze the instruments of anti-terrorism protection used in the Polish airports. In the first chapter, the author has tried to define aviation terrorism and present its genesis and evolution. Chapter two discusses the legal bases for the fight against terrorism, which fall into three categories: international law, European legislation and national law. Chapter three presents the analysis of the National Civil Aviation Protection Program. The last chapter discusses the issues of civil aviation security training based on the National Training Program, as well as the operation of the civil aviation security quality system as contained in the National Program for the Quality Control.

W czasach intensywnego rozwoju żeglugi powietrznej kwestia bezpieczeństwa ruchu lotniczego jest jednym z najtrudniejszych wyzwań dla podmiotów zajmujących się ochroną lotnictwa cywilnego. Celem niniejszej pracy jest analiza badawcza instrumentów ochrony antyterrorystycznej wykorzystywanych w polskich portach lotniczych. W rozdziale pierwszym podjęto próbę zdefiniowania terroryzmu lotniczego, a także przedstawiono jego genezę i ewolucję. W rozdziale drugim przedstawiono podstawy prawne zwalczania terroryzmu lotniczego, które zostały podzielone na trzy kategorie: regulacje prawa międzynarodowego, europejskie regulacje prawne oraz przepisy prawa krajowego. Rozdział trzeci poświęcony został analizie Krajowego Programu Ochrony Lotnictwa Cywilnego. W rozdziale czwartym zaprezentowano problematykę szkolenia z zakresu ochrony lotnictwa cywilnego w oparciu o Krajowy Program Szkolenia, a także informacje na temat funkcjonowania systemu kontroli jakości w zakresie ochrony lotnictwa cywilnego zawarte w Krajowym Programie Kontroli Jakości.
