The Analysis of the European Neighbourhood Policy of the European Union based on Ukraine

The thesis aims to analyse the European Neighbourhood Policy (ENP) of the European Union based on the case of Ukraine. It describes political motivations to its creation and main political goals. It specifies legal framework and the tools of its implementation (with a special attention to transfer of funds). By using European documents, reports of the European institutions, analysis of the experts in this field and the reports of international organizations it analyses actions taken in the case of Ukraine. The paper pays attention to the effectiveness of these actions, taking into account internal circumstances. It includes revision of ENP held in 2015.

Praca ma na celu analizę Europejskiej Polityki Sąsiedztwa (EPS) Unii Europejskiej na przykładzie Ukrainy. Opisuje motywacje polityczne do jej powołania, omawia jej główne założenia i cele polityczne. Wyszczególnia podstawy prawne jej działania oraz narzędzia jakimi się posługuje (skupiając się na wsparciu finansowym). Bazując na dokumentach unijnych, raportach instytucji unijnych, analizach specjalistów oraz raportach organizacji międzynarodowych analizuje konkretne działania podjęte w jej ramach w stosunku do Ukrainy oraz ocenia ich efektywność, biorąc pod uwagę wewnętrzne uwarunkowania wschodniego sąsiada. Uwzględnia także rewizję EPS dokonaną w 2015 roku.
