Managing the budget of the commune of Żabno in years 2015 – 2016

Gmina jest podstawową jednostką samorządu terytorialnego, która ściśle związana jest z życiem ludzi. Jak powszechnie wiadomo w Polsce funkcjonuje trójstopniowy podział władzy. W związku z tym gmina odgrywa znaczącą rolę, ponieważ wspomaga realizację zadań, stanowiących potrzeby społeczeństwa lokalnego. Z roku na rok potrzeby te rosną wraz z postępem innowacyjnych rozwiązań w różnych dziedzinach, co skutkuje pochłanianiem większych zasobów finansowych. Ze względu na to, że gmina nie dysponuje dużymi środkami pieniężnymi, uchwalany jest budżet, który planuje finansowanie zadań gminy. Plan finansowy tworzony jest w taki sposób, aby ułatwiać życie mieszkańców, wspierając ich finansowo w różnorodnych inwestycjach. Przy ustalaniu budżetu ważne jest, aby prawidłowo i w przemyślany sposób zarządzać nim, gdyż jest to proces długofalowy, który skupia się na ocenie stanu życia ludności, a także ich potrzeb. Jednocześnie uwzględnia czynniki wpływające na pozyskiwanie dochodów oraz odpowiednie rozlokowanie wydatków. Niniejsza praca ma na celu teoretyczne, a także praktyczne przedstawienie sposobu uchwalania budżetu oraz dokonywania jego analizy. Metodą badawczą wykorzystaną w pracy magisterskiej jest analiza porównawcza dochodów i wydatków gminy Żabno w latach 2015 -2016.

The principal unit of local government is the commune. It is closely connected with its inhabitants’ lives. It is common knowledge that the administrative division of Poland has been based on three levels of subdivision. The commune plays a significant role in this subdivision. Communes help to carry out the tasks in order to meet the needs of their communities. Over the years innovative solutions in various fields have led to the increase of the number and the cost of people’s needs. Because the communes do not have much money, they enact a budget which estimates expenses on the commune’s tasks. Financial planning is to make people’s life easier and to support them financially in their investments. Commune budget should be planned wisely because its management is a long-lasting process. This process focuses on evaluating living standards of inhabitants and their needs. It also includes the factors which influence the income raising and effective deployment of expenses. The purpose of this study was to present both a theoretical and practical way of enacting a budget and conducting its analysis. This study includes the comparative analyses of incomes and expenses of the commune of Żabno in years 2015 and 2016.
