The impact of European integration on the socio-economic and cultural development of Poland and Germany in the Euroregion Pomerania in 2007-2013

The master’s dissertation discusses the impact of European integration on the socio-economic and cultural development of Poland and Germany in the Euroregion Pomerania in 2007-2013 and evaluates whether that impact was unequivocally positive. It consists of three parts.The first part presents the historical development of Euroregion Pomerania since its establishment in 1995, with references to specific international regulations. The organizational structure of the Euroregion and different concepts of cross-border development and actions were also presented. It also discusses the issue of managing the pre-accession and post-accession cross-border assistance programs in Euroregion.The next part presents the cultural development of the Euroregion Pomerania, by strengthening the ties of the border countries after the accession of Poland to the European Union. It also evaluates the quality of cross-border cooperation of the Euroregion, especially with regard to common cultural heritage, cooperation in science, education, tourism and sport.The last part discussess the socio-economic development of the Euroregion Pomerania. It describes and evaluates its dynamics in areas such as population, education, labor market, economy and tourism. The development of the Euroregion in the fields of transport, communication and environmental protection has also been discussed, with emphasis on the existing conservation areas and waste management during the period under consideration.The master’s dissertation also includes evaluations and conclusions about the greatest achievements and failures in the functioning of the Euroregion Pomerania.

W pracy omówiono wpływ integracji europejskiej na rozwój społeczno-gospodarczy i kulturowy Polski oraz Niemiec w Euroregionie Pomerania w latach 2007-2013 oraz oceniono, czy wpływ ten był jednoznacznie pozytywny. Praca składa się z trzech części. W pierwszej części zaprezentowany został rozwój historyczny Euroregionu Pomerania, od chwili jego utworzenia w 1995 r., wraz z odniesieniami do konkretnych regulacji prawnomiędzynarodowych. Przedstawiona w niej została również struktura organizacyjna Euroregionu oraz kolejne transgraniczne koncepcje działań i rozwoju. Omówiono także problematykę zarządzania programami pomocy przedakcesyjnej i poakcesyjnej w Euroregionie.W kolejnej części pracy przedstawiony został rozwój kulturowy Euroregionu Pomerania, poprzez zacieśnienie więzi państw pogranicza, po wejściu Polski do Unii Europejskiej. Dokonano przy tym oceny jakości współpracy transgranicznej Euroregionu, szczególnie w zakresie wspólnego dziedzictwa kulturowego, współpracy w dziedzinie nauki i oświaty oraz turystyki i sportu.Ostatnia część pracy poświęcona została rozwojowi społeczno-gospodarczemu Euroregionu Pomerania. Zawarto w niej opis i ocenę wskaźników dynamiki tego rozwoju w takich dziedzinach, jak ludność, edukacja, rynek pracy oraz gospodarka i turystyka. Omówiono również rozwój Euroregionu w zakresie transportu i komunikacji oraz ochrony środowiska, ze szczególnym uwzględnieniem istniejących w badanym okresie obszarów ochronnych oraz gospodarowania odpadami.Praca zawiera także oceny i wnioski dotyczące największych osiągnięć i niepowodzeń w funkcjonowaniu Euroregionu Pomerania.
