Meksykańskie kartele narkotykowe, ich wpływ na bezpieczeństwo kraju i regionu

The objective of this thesis is: to research and to expand my knowledge on Mexican drug cartels as well as to find out whether and in what way they affect the safety of the state and the region; to describe in what way the state of Mexico is struggling to fight the cartels, what effects does it bring and what are the predictions for the future; to describe the cooperation of Mexico and the United States in terms of battling the cartels.The scope of this thesis encompasses matters concerning drug cartels, as well as the history of production and trade of narcotics in Mexico and its region. The thesis includes the period from the beginning of the XXth century to the year 2014.The main assumption of the thesis is proving the enormous impact of the cartels' activity on the current condition of Mexico – most of all its security, but also the general situation of the country.The preparation of my paper mainly consisted in translating source texts and publications gathered by me and looking for confirmation of the information they contain in different sources. Many of the sources concerning the matter of my research are available in Spanish. The fact I do not speak this language made it impossible to make use of them in my thesis.I divided my paper into five chapters. In the first one I took on general characteristics of the phenomenon. I explained what are the cartels in Mexico, what do they do and what methods do they use. I made an overall description of the cartels' connections with state authorities and politicians. I mentioned their foreign connecions and their main market outlets. Next, I focused on the history of this type of organizations in Mexico. I wrote about the beginnings of opium farming in the XIXth century and the foundation of first drug corporations in 1990s.In the second chapter I moved on to the further description of the activity of particular cartels. The characteristics of the biggest organizations engaging in the drug business in Mexico contain the history of each organization, the territories they occupy, the current strenght of their influence and the one in the time of their prevalence. I also enumerated the most important of their chiefs and leaders. I also described what kind of drugs they specialize in trafficking and whether they engage only in smuggling and selling, or in production of drugs as well.The third chapter refers to the diversification of the cartels' sources of income, as well as the division of these ogranizations, which took place in the years 2010-2011. I explained the causes of the disintegration of several relevant cartels and the situation of many new smaller organizations emerging. Subsequently, I explained what this division consisted in and what were the new fields of interest of the cartels. Next, I explained the impact of these occurences on violence and delinquency in Mexico, as well as the actions of the United States towards the cartels and the causes for which the US considered them particularly dangerous for the region.The fourth chapter focuses on the propagation of violence of the environment of Mexican criminal organizations in the whole society. I also describe the groups which are particularly affected by the violence of the cartels.In the fifth chapter I concentrated on the Mexican anti-drug strategy and the cooperation of Mexico and the United States in battling the organizations engaged in drug business. I describe the situation of Mexico at the commencement of the presidency of Felipe Calderón and the details of the anti-drug strategy developed by his administration. I also analyzed the solutions implemented by the current president, Enrique Pena Nieto. Using the analysis of of American and Mexican researchers, in the summary of the chapter I assessed the effectiveness of the strategy of the struggle with Mexican drug-related organized delinquency; I also presented my opinion on this matter.

Celem pracy jest zbadanie i zgłebienie mojej wiedzy na temat meksykańskich karteli narkotykowych oraz zbadanie czy i jaki sposób oddziaływują na bezpieczenstwo kraju i regionu. Opisanie w jaki sposób panstwo Meksyk stara się zwalczać kartele, jaki przynosi to skutek, i jakie są prognozy na przyszłość. Opisanie współpracy Meksykańsko- Amerykańskiej w zakresie walki z kartelami.Zakres pracy obejmuje zagadnienia dotyczace karteli narkotykowch, a także historii produkcji i handlu narkotykami w Meksyku i jego regionie. Praca obejmuje okres od początków XX wieku do roku 2014. Głównym założeniem pracy jest udowodnienie ogromnego wpływu działalnośći karteli na obecny stan Meksyku. Przede wszystkim na jego bezpieczeństwo, ale także na ogólną sytuację w kraju.Przygotowanie mojej pracy polegało głównie na tłumaczeniu zdobytych przeze mnie tekstów źródłowych i publikacji oraz szukaniu potwierdzenia zawartych w nich informacji w innych źródłach.. Wiele żródeł dotyczących badanego przeze mnie problemu dostępne są w języku hiszpańskim. Nieznajomość tego języka uniemożliwiła mi wykorzystanie ich w mojej pracy.Swoją pracę podzieliłem na pięć rozdziałów. W pierwszym - podjąłem się ogólnej charakterystyki zjawiska. Wyjaśniłem czym są i czym zajmują się kartele w Meksyku, jakie stosują metody. W sposób ogólny opisałem powiązania karteli z organami państwowymi, politykami. Wspomniałem o zagranicznych powiązaniach karteli oraz o ich głównych rynkach zbytu, następnie skupiłem się na historii tego typu organizacji w Meksyku. Pisałem o początkach hodowli opium w XIX wieku oraz o powstaniu pierwszych spółek narkotykowych w latach dziewięćdziesiątych XX wieku.Dalszym opisem działalności poszczególnych karteli zająłem się w rozdziale drugim. Charakterystyka największych organizacji zajmujących się biznesem narkotykowym w Meksyku zawiera historie poszczególnych organizacji, określa zajmowane przez nie terytoria, siłę wpływów obecną i w czasach świetności. Wymieniłem także ich najważniejszych przywódców i liderów. Opisałem też w przemycie jakich narkotyków specjalizują się dane kartele, i czy zajmują się tylko sprzedażą i przemytem, czy też produkcją narkotyków.Trzeci rozdział odnosi się do dywersyfikacji źródeł dochodów karteli, a także podziału tych organizacji, jaki miał miejsce w latach 2010 - 2011. Wyjaśniłem w nim przyczyny rozpadu kilku ważnych karteli i sytuacji, w której powstało wiele nowych mniejszych organizacji. Następnie wyjaśniłem na czym polegał ten podział i jakimi nowymi dziedzinami zajęły się kartele. W dalszej części wyjaśniam jaki wpływ miały te wydarzenia na przemoc i przestępczość w Meksyku, a także opisuję działania USA wobec karteli i przyczyny, dla których Amerykanie uznali je za szczególnie niebezpiecznie dla bezpieczeństwa regionu.Czwarty rozdział skupia się na rozprzestrzenianiu się przemocy środowiska meksykańskich organizacji przestępczych na całe społeczeństwo. Opisuję też grupy szczególnie dotknięte przemocą ze strony karteli.W piątym rozdziale zająłem się meksykańską strategią antynarkotykową oraz współpracą meksykańsko - amerykańską na rzecz walki z organizacjami zajmującymi się biznesem narkotykowym. Opisuję sytuację, jaką zastał w Meksyku prezydent Felipe Calderón oraz szczegóły strategii antynarkotykowej opracowanej przez jego administrację, a także przeanalizowałem rozwiązania wprowadzone w życie przez obecnego prezydenta Enrique Pena Nieto. W podsumowaniu rozdziału, wykorzystując analizy badaczy amerykańskich i meksykańskich, oceniłem skuteczność strategii walki z meksykańską narkotykową przestępczością zorganizowaną, przedstawiłem też swoją opinię na ten temat.
