Najwyższa Izba Kontroli jako niezależny organ kontroli państwowej

The main purpose of this thesis was to present such an important, yet often underestimated state control authority for Poland. Taking into consideration the creation and the functioning of the Supreme Audit Office, I focused mainly on the aspect of its independence and apoliticism. The thesis consists of five chapters. The first chapter is devoted to the presentation of the organ’s genesis and its changes over the years. The second chapter illustrates the current regulation of the Supreme Audit Office in legal acts and explains its meaning. It also describes the status of the supreme state control authority. The third chapter is entirely devoted to the institution of the President of the Supreme Audit Office, his appointment, position and the role in the organ. In the fourth chapter I referred to the very control carried out by the Supreme Audit Office . The last chapter focuses on the relationship between the Sejm and the Supreme Audit Office.

Głównym celem mojej pracy było przedstawienie tak ważnego dla Polski ale często niedocenianego organu kontroli państwa. Rozważając powstanie i samo funkcjonowanie Najwyższej Izby Kontroli, skupiłam się głównie na aspekcie jej niezależności i apolityczności. Całokształt mojej pracy składa się z 5 rozdziałów. Pierwszy rozdział poświęcony jest zaprezentowaniu genezy samego organu i przedstawieniu jego przemian na przestrzeni lat. Drugi rozdział obrazuje aktualne uregulowanie Najwyższej Izby Kontroli w aktach prawnych oraz wyjaśnia znaczenie takiej regulacji. Opisuje także status naczelnego organu kontroli państwowej. Trzeci rozdział jest całkowicie poświęcony instytucji Prezesa Najwyższej Izby Kontroli, jego powoływaniu, stanowisku i roli jaką pełni w organie. W czwartym rozdziale odniosłam się do samej kontroli przeprowadzanej przez Izbę. Natomiast w ostatnim rozdziale skupiłam się na relacji Sejmu, z Najwyższą Izbą Kontroli.
