Control and supervision of the local government unit and independence and efficiency of operation on the example of the Wielopole Skrzynskie commune

The main purpose of this paper is to demonstrate the relation between supervision and verification (control) of a local government unit which is a community and its independence as well as its efficiency of operation. A review of the literature and legal acts regarding this matter has been carried out beforehand. The study has characterized the specific municipality where the research was carried out. The thesis analyzed the issues related to supervision and control occurring in the commune, as well as the research methodology was determined and the results of the answers obtained were analyzed. In this study, two research methods were used: a dialog method and a diagnostic survey. These methods led to the emergence of important conclusions. It has been proved that relations between supervision and control, as well as independence and efficiency of the community's operation do occur and have a positive impact on the functioning of this local government unit.

Celem badań prezentowanych w opracowaniu jest wykazanie związku pomiędzy nadzorem i kontrolą jednostki samorządu terytorialnego, jaką jest gmina, a jej samodzielnością i sprawnością działania. Przed próbą wykazania związku dokonano przeglądu literatury i aktów prawnych dotyczących tej kwestii. W pierwszej części objaśniono kwestie dotyczące kluczowych zagadnień. W opracowaniu scharakteryzowano konkretną gminę, w której zostały przeprowadzone badania. Następnie przeanalizowane zostały kwestie dotyczące nadzoru i kontroli występujące w gminie, po czym określono metodologię badań i dokonano analizy wyników poszczególnych odpowiedzi. W przeprowadzonym badaniu posłużono się dwoma metodami: metodą dialogową oraz sondażem diagnostycznym. Dzięki nim udało się dojść do istotnych wniosków. Udowodniono, że relacje pomiędzy nadzorem i kontrolą a samodzielnością i sprawnością działania gminy występują, pozytywnie wpływając na funkcjonowanie tej jednostki samorządu terytorialnego.
