Political Perspective of the President of the Republic of Poland and the United States of America

The aim of this thesis is to compare the political perspective of the President od the Republic of Poland and the United States of America. In the first part of the thesis, the author describes the political perspective of the presidents of both countries. Therefore, the issues of carrying out the presidential elections in Poland and the USA were raised. While discussing the presidential elections, the author pays attention to the differences and similarities of the process. In addition, the vice – president of the USA was described and lack of provisions in the Polish Constitution, regarding the office of deputy president was indicated. Moreover, the roles of the USA Departments were presented and the office of the Republic of Poland President was described. The second part of the thesis concentrates on the competences of both presidents in relation to the legislature and the judiciary. In the case of the Republic of Poland President, the competences in relation to the Council of Ministers were described. What is more, the author examines the differences and similarities of the presidential competences in relation to the other authorities. In the thesis, the author tried to deal with the role of Republic of Poland President in relation to the executive. The author questioned if that role should be changed by them alteration of the parliamentary – cabinet system to the presidential system or semi-presidential system. The political system of the USA was pointed as the proper when if comes to modifications of the Polish one.

W pierwszej części pracy omówiono pozycje ustrojową obydwu prezydentów. W związku z tym poruszono kwestie przeprowadzania wyborów prezydenckich w tych krajach. Zwrócono uwagę na różnice i podobieństwa dotyczące przeprowadzani wyborów prezydenckich. Dodatkowo, zreferowano role Wiceprezydenta Stanów Zjednoczonych Ameryki i wskazano brak w polskiej konstytucji zapisów dotyczących urzędu zastępcy prezydenta. Ponadto, przedstawiono istotę Departamentów Stanu w Stanach Zjednoczonych Ameryki oraz wskazano organ pomocniczy prezydenta Polski jakim jest Kancelaria Prezydenta Rzeczypospolitej Polskiej. W drugiej części pracy scharakteryzowano kompetencje obu prezydentów w stosunku do władzy ustawodawczej i sądowniczej. W przypadku Prezydenta RP wskazano także jego kompetencje w stosunku do drugiego organu egzekutywy jakim jest Rada Ministrów na czele z Prezesem Rady Ministrów. Także i w tym przypadku pokazano różnice i podobieństwa kompetencyjne prezydentów w odniesieniu do pozostałych władz. W pracy omówiono role Prezydenta RP w obrębie władzy wykonawczej. Zastanawiano się czy rola ta powinna być zwiększona poprzez zmianę obecnego systemu z parlamentarno-gabinetowego na prezydencki, bądź semi-prezydencki, ponieważ funkcja Prezydenta RP ogranicza się przede wszystkim do funkcji reprezentacyjnej. Wskazano, że przykładem przy wdrażaniu nowych rozwiązań systemowych mogłyby być rozwiązania zawarte w Konstytucji USA, gdyż system polityczny tego kraju kształtował się na przestrzeni ostatnich kilku stuleci.
