Gambling Law in Poland

The subject of this work is to discuss and analyze issues related to gambling, which in Poland are regulated by the Gambling Act of 2009. Both this law and its subsequent amendments will be discussed. Respective gambling games and their legal status in Poland will be characterized. Special attention will be devoted to the Domain Registry for the Offering of Gambling Games Contrary to the Act, a special tool created to combat illegal gambling operators. The analysis will assess the impact of the Registry on the gambling market. and The regulations will be evaluated in terms of achieving the goals set by the lawmakers.

Przedmiotem niniejszej pracy jest omówienie i analiza zagadnień związanych z hazardem, które w Polsce uregulowane zostały ustawą z dnia 19 listopada 2009 r. o grach hazardowych. Omówiona zostanie ta ustawa, jej późniejsze nowelizacje i instytucje w niej wprowadzone. Scharakteryzowane zostaną poszczególne gry hazardowe i ich sytuacja w polskim systemie prawnym. Szczególna uwaga będzie poświęcona utworzonemu w 2017 Rejestrowi Domen Służących do Oferowania Gier Hazardowych Niezgodnie z Ustawą. Analizie zostaną podane skutki funkcjonowania Rejestru a regulacje zostaną poddane ocenie pod kątem realizacji celów założonych przez Ustawodawcę.
