Regulacyjne uwarunkowania procesów założycielskich w Polsce w latach 2016-2020/Regulatory conditions of new venture creation processes in Poland in the years 2016-2020

Celem niniejszej pracy jest ocena wpływu wybranych regulacji na procesy założycielskie w latach 2016 – 2020.Rozdział 1 zawiera podstawowe zagadnienia definiujące przedsiębiorczość, a więc jej aspekt filozoficzny w postaci różnego spojrzenia przedstawicieli poszczególnych szkół ekonomicznych na to, czym jest przedsiębiorczość. Następnie poruszono zagadnienia związane z zakładaniem przedsiębiorstwa w Polsce, a także wkład przedsiębiorczości w rozwój gospodarczy państwa. Rozdział 2. obrazuje szczegółowy stan prywatnych przedsiębiorstw i ich struktury na przestrzeni lat 1994-2019, gdzie jako materiał źródłowy posłużyły raporty o stanie sektora MŚP wydawane przez Polską Agencję Rozwoju Przedsiębiorczości. Przy pomocy badania empirycznego w Rozdziale 3. dokonano syntezy zmian regulacyjnych z zakresu opodatkowania pośredniego i bezpośredniego oraz ubezpieczeń społecznych. Rozdział 4 to ocena zmian legislacyjnych w świetle raportów wybranych instytucji badawczych i wybranych rankingów przedsiębiorczości. Głównymi uwarunkowaniami procesów zakładania przedsiębiorstw są aspekty kulturowe, poziom otwartości rynku oraz polepszająca się infrastruktura techniczna. Dodatkowo wykazano, iż obecnie najsilniej na decyzję o uruchomieniu działalności gospodarczej oddziałują regulacje o charakterze krótkoterminowym (pytanie 2.), jak np. zwolnienie z ZUS. Zmiany regulacyjne w latach 2016-2020 nie miały większego wpływu na procesy założycielskie i wejścia na rynek w badanym okresie.

The purpose of this thesis is to evaluate impact of regulatory conditions on venture creation processes in Poland in the years 2016-2020. The first chapter contains the basic tasks defined entrepreneurship such as its philosophic aspect of what entrepreneurship indeed is, in the shape of various views of several schools of economics. Afterward set issues relevant to establishing an enterprise in Poland, and its contribution to State development. The second chapter exemplifies specific state of private enterprises such as its structure in the shape of qualitative and quantitative analysis within a period of 1994-2019. The references were reports about the State of SME by the Polish Agency of Entrepreneurship Development and its experts. In chapter 3. in a detailed way characterized regulation changes in given period which were split into direct and indirect taxes and issues concerning social insurances. The last part of the paper is about measuring regulations in the light of selected research institutions reports (Ludwig von Mises Institute, Centre of Adam Smith, Forum of Citizen Development) and various scoreboards. The major conditions of establishing enterprises are cultural aspects, degree of the opening market in Poland, and improving technical infrastructure. The decision to start a business is strongly influenced by short-term regulations (like free ZUS). Regulation changes in the years 2016-2020 did not impact the venture creation processes in the researched period.
