The role and place of special services in the contemporary security system of Poland on the example of the Internal Security Agency and the Central Anticorruption Bureau

Praca dotyczy próby usystematyzowania roli i miejsca współczesnych służb specjalnych w systemie bezpieczeństwa Polski, ze szczególnym uwzględnieniem zadań Agencji Bezpieczeństwa Wewnętrznego i Centralnego Biura Antykorupcyjnego.W pierwszym rozdziale przedstawiono rozwój pojęcia służb specjalnych i krótko omówiono klasyfikację, zakres działań i reformacje organizacji służb specjalnych po 1989 roku oraz ich wpływ na kształtowanie systemu bezpieczeństwa. W drugim rozdziale przybliżono działanie służb specjalnych, ich formy i metody; a także scharakteryzowano czynności operacyjno–rozpoznawcze jako podstawową metodę działania. Analizie poddano także uprawnienia funkcjonariuszy obu jednostek oraz rolę służb specjalnych we współpracy międzynarodowej.W końcowym rozdziale szczegółowo zaprezentowano przegląd funkcje Agencji Bezpieczeństwa Wewnętrznego oraz Centralnego Biura Antykorupcyjnego, a także omówiono najważniejsze akcje przeprowadzone z udziałem służb ABW i CBA, które miały wpływ na postrzeganie systemu bezpieczeństwa państwa.

The work attempts to systematize the role and place of contemporary special services in Poland's security system, with special regard to the tasks of the Internal Security Agency (Agencja Bezpieczeństwa Wewnętrznego, ABW) and the Central Anticorruption Bureau (Centralne Biuro Antykorupcyjne, CBA). The first chapter presents the development of the concept of special services, the scope of activities and historical changes in this area in Poland after 1989. The next chapter discusses in detail the forms and methods of operation of special services. The competences of officers of both units and the role of special services in international cooperation were also analyzed. The final chapter reveals the capabilities and characteristics of the Internal Security Agency and the Central Anticorruption Bureau. Also this section discusses the most important actions carried out with the participation of these services and their impact on the perception of the Polish security system.
