The political position of the Council of Ministers in the light of the April 1935 constitution.

My work presents the political position of the Council of Ministers in the light of the April 1935 constitution. The first chapter is about the relationship between the Government and the President and Parliament. Next the types of Government responsibilities are described. The second chapter discusses the position of the Prime Minister and Ministers and the concept of the Council of Ministers as a collective body. Then, the scope of the Government's activities in relation to the state administration is described, as well as activities during the state of emergency and martial law. Later, the Government's legislative initiative and acts issued by the Council of Ministers are presented. In conclusion, I will mention the constitutional practice in the Second Polish Republic

Praca przedstawia pozycję ustrojową Rady Ministrów w czasie, w którym obowiązywała na terenie Polski konstytucja kwietniowa. W rozdziale pierwszym przedstawione są relacje między Rządem a Prezydentem i Parlamentem, a także rodzajami odpowiedzialności Rządu. W drugim rozdziale omówiona jest pozycja Prezesa Rady Ministrów. Ministrów oraz pojęcie Rady Ministrów jako organu kolegialnego. Następnie opisany jest zakres działania Rządu względem administracji państwowej oraz działania w czasie stanów wyjątkowego i wojennego. Później przedstawiona jest inicjatywa ustawodawcza Rządu oraz akty wydawane przez Radę Ministrów. W zakończeniu wspomnę o praktyce konstytucyjne w II Rzeczypospolitej.
