Functioning of the Social Insurance Institution as an institution which performs tasks from a range of social insurance

The main objective of this master's thesis is analysis of the functioning of the Social Insurance Institution as an institution which performs tasks from a range of social insurance. The initial part presents the history of social insurance and the Social Insurance Institution in Poland. Development of the institution and social insurance system was analysed on the basis of key historical events as well as in the context of social, political, and technological changes made over the years. Afterwards, focus has been directed to issues related to the organization of the Social Insurance Institution and in a general way presents the social insurance system. Subsequently, attention has been directed to the tasks of the Social Insurance Institution, including tasks related to implementation the regulations of the Anti-Crisis Shield. In the final phase, a thorough financial analysis of the Social Insurance Institution was made for the needs of determine the Department sources of earnings and spending, basing the considerations mainly on the Social Insurance Fund, which the Department is the coordinator.

Głównym celem niniejszej pracy jest przeprowadzenie ogólnej analizy funkcjonowania Zakładu Ubezpieczeń Społecznych jako instytucji wykonującej zadania z zakresu ubezpieczeń społecznych. W części początkowej przedstawiono historię ubezpieczeń społecznych w Polsce, a tym samym powstanie Zakładu Ubezpieczeń Społecznych. Poddano analizie rozwój instytucji oraz systemu ubezpieczeń społecznych na podstawie kluczowych wydarzeń historycznych, a także w kontekście znaczących zmian społecznych, politycznych i technologicznych. Następnie skoncentrowano się na zagadnieniach związanych z organizacją Zakładu Ubezpieczeń Społecznych i w sposób ogólny zobrazowano system ubezpieczeń społecznych. W dalszej kolejności zwrócono uwagę na zadania Zakładu Ubezpieczeń Społecznych w tym na zadania związane z wdrażaniem przepisów Tarczy Antykryzysowej. W końcowej fazie dokonano wnikliwej analizy finansowej Zakładu Ubezpieczeń Społecznych w celu ustalenia źródeł dochodów oraz wydatków instytucji, opierając rozważania w głównej mierze na Funduszu Ubezpieczeń Społecznych, których Zakład jest koordynatorem.
