Politics of the heritage-scapes: Cultural Routes of the Council of Europe in European interinstitutional context

Cultural Routes Programme is one of the most prominent projects of the Council of Europe in the cultural field. Since 1987 when the first route was introduced, it has been representing and promoting the values of the Council. The thesis attempts to research the Programme by looking at it in a wider institutional context and trying to define the role of the Council in the field of heritage management in Europe. By comparing the documents outlining the functioning of the Cultural Routes Programme in the years 2017-2019 with the documents outlining the Programme’s collaboration with the European Commission, the thesis discovers several disparities and incoherences in the Council’s approach to heritage in a wider institutional context. When it functions independently, the Council was found to act as a mediator in the discussion on the European identity and promoter of the ideas of the rule of law and democracy. In its collaborations with the EU, on the other hand, the Council aims to strengthen European identity thus conceiving two different heritage-scapes. With a retrospective look at the development of the Council’s cultural policies, the research aims to present such discrepancies of the heritage-scape as a step back from the Council’s progressive outlook at heritage management.

Program Cultural Routes to jeden z najważniejszych projektów Rady Europy w dziedzinie kultury. Od 1987 roku, kiedy wprowadzono pierwszą trasę, reprezentuje i promuje wartości Rady. Praca jest próbą zbadania Programu poprzez spojrzenie na niego w szerszym kontekście instytucjonalnym oraz próbę zdefiniowania roli Rady w zakresie zarządzania dziedzictwem w Europie. Porównując dokumenty opisujące funkcjonowanie Programu Cultural Routes w latach 2017-2019 z dokumentami opisującymi współpracę Programu z Komisją Europejską, w tezie ujawnia się szereg rozbieżności i niespójności w podejściu Rady do dziedzictwa w szerszym kontekście instytucjonalnym. Działając samodzielnie, Rada okazała się być mediatorem w dyskusji o tożsamości europejskiej i propagatorem idei praworządności i demokracji. Z drugiej strony, we współpracy z UE Rada dąży do wzmocnienia tożsamości europejskiej, tworząc w ten sposób dwa różne krajobrazy dziedzictwa. Dzięki retrospektywnemu spojrzeniu na rozwój polityki kulturalnej Rady, badanie ma na celu przedstawienie takich rozbieżności w krajobrazie dziedzictwa jako krok wstecz od postępowego spojrzenia Rady na zarządzanie dziedzictwem.
