Cultural institutions in the service of Ukraines promotion on the european international stage in 1990 - 1995 and 2015-2020

Głównym celem podjętych w tej pracy badań jest poznanie oraz zdiagnozowanie głownych źródeł wpływu na dynamikę rozwoju dyplomacji kulturalnej Ukrainy i międzynarodowego wizerunku Ukrainy w latach 1990-1995, a także jego transformacja w latach 2015-2020. Dyplomacja kulturalna jako narzędzie kształtowania wizerunku państwa na Ukrainie jest dość świeżym zjawiskiem i mało zbadanym. Dopiero w 2017 roku powstał Ukraiński Instytut MSZ. Wyniki przeprowadzonych badań pomogą odpowiedzieć na pytanie, czy, takie zjawisko jak dyplomacja kulturalna miała miejsce w polityce zagranicznej Ukrainy w latach 1990-1995, czy było to na porządku dziennym, czy istniały inne formy i narzędzia, które pełniły funkcje dyplomacji kulturalnej Ukrainy? Ponadto uzyskane wyniki pozwalają spojrzeć szerzej na rolę i wkład ukraińskiej diaspory w promocji ukraińskiej nauki, kultury i sztuki w USA, Kanadzie i krajach UE. W prace przedstawiono także transformację międzynarodowego wizerunku Ukrainy po Rewolucji Godności na przykładzie Francji, Niemiec i Polski. Scharakteryzowano również prespektywy rozwoju dyplomacji kulturalnej Ukrainy w kontekście obecnych wyzwań geopolitycznych w Europie Wschodniej.

The aim of the research is to identify and diagnose the main sources of influence on the development of cultural diplomacy of Ukraine and to analyse the international image of Ukraine in the years 1990-1995, as well as its transformation in the years 2015-2020. Cultural diplomacy as a tool for shaping the image of the state in Ukraine is a fairly recent phenomenon and little studied. Only in 2017 the Ukrainian Institute was established. The results of the research will help to answer the question whether cultural diplomacy took place in the foreign policy of Ukraine in 1990-1995, whether it was on the agenda, whether there were other forms and tools that performed the functions of cultural diplomacy of Ukraine? In addition, the results allow us to look more broadly at the role and contribution of the Ukrainian diaspora in the promotion of Ukrainian science, culture and art in the USA, Canada and EU countries. The paper also represents the transformation of the international image of Ukraine after the Revolution of Dignity 2013/2014 on the example of France, Germany and Poland. The are also characterized prospects for the development of Ukraine’s cultural diplomacy in the context of the current geopolitical challenges in eastern Europe.
